The Transportation Department, sitting in the Planning Division, plans for and develops policy related to NYCEDC’s maritime, aviation, freight, passenger transportation, and waterfront assets. These assets include marine terminals, airports, piers, freight rail facilities, heliports, and ferry landings. Transportation is the leading provider of strategic planning for transportation policy initiatives that foster economic development in New York City.

Your Role: As a member of the Transportation team, you will be responsible for managing studies and projects, supporting policy formulation and assisting in implementing complex freight transportation projects involving multiple stakeholders in New York City. You will work on projects involving rail, sea, highway and air and find new ways to promote greater usage of the city’s freight transportation system, particularly by rail and water. You will be a subject matter expert within the agency, the City and the region.

Within the Department, the Senior Project Manager will work with other members of the Freight team, including the Senior Director of Aviation and Freight and the Assistant Vice President. You may also work on elements of projects with the Passenger Transportation and Waterfront sections of the Department. The Transportation Department was the lead for developing FreightNYC, an award-winning policy action blueprint that lays out a multi-year suite of improvements to the City’s supply chain-eco-system to make them sustainable, resilient, equitable and nationally competitive. You will work on implementing the projects called for in that plan.

Essential Duties and Responsibilities:

As a Senior Project Manager, you will:

  • Manage implementation of Freight NYC rail, maritime, distribution and commercial transportation.
  • Assess ways to develop and construct logistics sites at various locations throughout the City to support the freight industry.
  • Assist in convening inter-agency and interdepartmental working groups.
  • Lead or participate in transportation planning studies examining ways to improve regional and last mile freight deliveries.
  • Procure and oversee consultant services and manage complex planning projects in a timely manner.
  • Represent the agency in professional industry and public forums.
  • Lead or assist in negotiating agreements with private and public entities involved in the goods distribution.
  • Build and maintain relationships with government, industry, civic and advocacy groups.
  • Use a variety of transportation data, mapping, models, simulations, etc.
  • Become familiar with state and federal grant sources to apply to freight projects on behalf of the City.
  • Represent the freight transportation perspective with other EDC departments on projects involving land use and real estate.
  • Develop a deep understanding of the City’s freight infrastructure and the federal, state and local policies related to freight.
  • Improve freight transportation options for NYC shippers.
  • Advance initiatives to reduce freight’s environmental impact by decreasing truck and auto dependency, upgrade last-mile freight mobility and enhance the City’s transportation network.
  • Keep up with new technological developments in transportation and supply chain and assess their potential impact on New York City and its infrastructure.
  • Provide expertise and leadership for the Metropolitan Rail Freight Council, including developing agendas and reports and serving as the lead contact for the Council which is co-sponsored with the Port Authority of New York and New Jersey.
  • Oversee the City’s Foreign Trade Zone Program, including the designation and activation of new firm and adherence to federal rules and regulations.

Qualifications:

  • Bachelor’s Degree in Transportation Planning, Transportation Engineering, City and Regional Planning, Public Policy, Logistics/Supply Chain Management, Public Administration, Economic Development, Urban Studies or related field.
  • Work (2+ years) in the freight transportation, freight planning or allied field.
  • A Master’s degree in a field related to freight transportation or logistics is preferred but not required.
  • Familiarity with New York region transportation, urban infrastructure and economic development issues. A working knowledge of the City process, agencies or other relevant experience is preferred but not required.
  • Familiarity with freight data sources and analysis.
  • Excellent verbal and written communication skills.
  • Demonstrated project management ability.
  • The ability to work and excel in a team environment.
  • Familiarity with environmental planning processes.
  • Demonstrated negotiation skills.
  • Ability to succinctly convey complex transportation and planning concepts to both lay and executive audiences.
  • Strong visual communication skills utilizing software such as GIS, Illustrator or other tools is preferred. High level of proficiency in Microsoft Office Applications, including MS Word, MS PowerPoint, MS Excel.
  • New York City residence is required within 180 days of hire.
