Job Description

We Are:

Fermilab seeks an experienced Senior Construction Manager who will assist our Project Managers and Construction Management staff in overseeing construction activities across the 6,800-acre Fermilab site. The Senior Construction Manager will oversee the work of construction contractors and service providers for conformance to Fermilab contract agreements/documents. The Senior Construction Manager will also serve as the primary liaison between the contractor and the Laboratory.

Working within the Construction Management Group of the Facilities Engineering Services Section's Engineering Department, the selected candidate will work directly with Construction Management staff in overseeing construction and services contracts including: planning and quality assurance processes, guiding preliminary job site discussions and final acceptance inspections, reviewing plans and specifications, preparing work authorizations and requisitions, performing site inspections and preparing daily reports. They will serve as liaison to various Fermilab groups affected by construction projects to ensure complete communication of schedule and operational issues arising from construction and/or service activities.

Upcoming construction efforts on-site include the Integrated Engineering Research Center (IERC), Proton Improvement Plan-II (PIP-II) conventional construction, numerous General Plant Projects, in addition to on-going operations, maintenance, and renovation construction efforts. IERC is a new high intensity laboratory and office building that will be located to the northeast of Wilson Hall, the main administration building on site and the nerve center of the lab. PIP-II conventional construction includes numerous industrial buildings that will house the lab's future LINAC, the starting point of the Fermilab proton beam that is delivered to our science projects. General Plant Projects are smaller infrastructure improvement construction projects. On-site construction efforts require minimal travel.

Upcoming construction efforts located off-site are in support of Fermilab' s flagship project, the Long-Baseline Neutrino Facility/Deep Underground Neutrino Experiment (LBNF/DUNE). LBNF is a large multi-faceted project that will construct facilities on the Fermilab site and 1000km away at the Far Detector site in South Dakota. Conventional construction efforts in South Dakota include infrastructure upgrades and reliability improvement projects of the laboratory facility. Off-site construction efforts may require 50-75% travel.

You Will:
  • Serve as the primary liaison with project managers, contractors, clients, and inspection authorities.
  • Serve as a Construction Coordinator, Task Manager, or Service Manager depending on contract delivery method.
  • Develop, monitor, and enforce contractor compliance with their Environment Safety Health and Quality (ESH&Q) program, the ESH&Q requirements in the contract, and the hazard assessments for the scope of work.
  • Provide assistance in the development and management contractor job hazard analysis ensuring that no work is performed by the contractor or sub-tier contractor until the hazard analysis has been accepted.
  • Ensure all necessary permits are prepared, in place, and kept current for the term of the project. Acting as liaison to inspection authorities.
  • Lead and/or participate in preconstruction meetings to establish ESH&Q expectations.
  • Ensure that all contractor and sub-tier contractor employees attend Fermilab's Subcontractor Orientation and other Fermilab-provided training.
  • Ensure that all contractor and sub-tier contractor employees are properly badged.
  • Lead weekly construction meetings with subcontractor and other Lab organizations.
  • Attend the contractor's daily planning meetings, weekly toolbox meetings, and/or monthly ESH&Q meetings.
  • Review plans and specifications, and recommend revisions where appropriate, prior to invitations for bids.
  • Prepare scopes of work, cost estimates, and initiate new construction and service contracts.
  • Oversee contractors planning and quality control processes, including preliminary job site discussions, required inspections, required testing, and final acceptance inspections.
  • Manage and making decisions related to the performance of work related to scheduling, delivery, logistics, safety, quality control and trade employee staffing levels
  • Oversee work among multiple contracts to promote and coordinate project operations. Resolving local area problems regarding procedures, precedence, design clarifications, adequate labor and equipment, schedule and all other appropriate matters.
  • Ensure that contractor provided goods and services meet contract specifications.
  • Inspect construction work to ensure that materials, equipment, work standards, schedules, safety, environmental protection, and quality requirements conform to contract specifications, applicable construction codes, hazard analyses, ESH&Q plans, as well as applicable DOE and OSHA Standards.
  • Issue daily construction reports detailing work progress and ensure that proper documentation is maintained.
  • Issue work authorizations, verify contractor charges for work segments completed, approve payment requests, and resolve accounting concerns.
  • Review variations from the plans and specifications requested by the contractor and authorize such variations or refer them to the project management when changes may substantially affect project design, engineering specifications, and/or cost.
  • Review and approve monthly cost loaded schedules.
  • Participate in contractor performance review at the end of the subcontract.
  • Abide by and is responsible for performing all duties in accordance with all environmental, health, and safety regulations and practices pertinent to this position.

We Are Looking For:
  • Bachelor's degree in Construction Management, Engineering, or Architecture from an accredited institution
  • 15+ years of experience in overseeing and managing construction projects in heavy industrial and/or heavy commercial construction market segments is required
  • Thorough knowledge and understanding of the general and subcontract documents, drawings, specifications, construction means, methods and materials, understanding of line and grade and survey methods
  • Knowledge of construction cost control and basic accounting procedures
  • Computer skills and a familiarity with Microsoft Office Suite programs
  • Must have completed or ability to complete within 30 days OSHA Construction Safety 30 Hour construction safety course
  • Must be able to work outside normal working hours when required
  • Must be willing to travel when required
  • Must be able to travel domestically and internationally by commercial air carrier when required

Physical Activity and Work Conditions

Performance of the required duties will require physical ability to climb permanent and temporary stairs, passenger use of construction personnel hoists, ability to climb ladders and negotiate work areas under construction. Specific vision abilities required by this job include close vision, peripheral vision, depth perception, and the ability to adjust focus. Performing this job requires the use of hands to finger, handle, or feel objects, tools or controls, sit, talk and hear (bells, whistles, etc), stand, climb, balance, stoop, kneel, crouch, or crawl.
