A Senior Project Procurement Administrator is being sought to join Fermilab's Procurement Department. The selected candidate will procure highly complex, high dollar value equipment, materials, and services to support the mission of the Long-Baseline Neutrino Facility (LBNF) Project. The project includes construction of the world's most powerful neutrino beam and a near detector at Fermilab as well as a large underground detector at the Sanford Laboratory in Lead, South Dakota. This position will be based in Lead, South Dakota and will report to the LBNF Project Procurement Manager.

You Will
  • Serve as a procurement subject matter expert and liaison on project teams.
  • Identify qualified potential bidders, solicit proposals for complex procurement & subcontracting requirements, determine responsiveness of bidders to solicitation requirements, evaluate proposals, conduct price and cost analysis, negotiate subcontract terms and conditions, draft contractual instrument, obtain approvals and award procurements.
  • Perform subcontract & purchase order administration. Ensure the completeness, organization, and accuracy of the subcontract/Purchase Order file in compliance with terms and conditions including timely delivery of goods and services.
  • Prepare, maintain, retrieve, and communicate records, reports, or documents that may be required to meet FRA and Contract Management requirements.
  • Interface cross functionally with all levels of the project team - conduct meetings with interfacing disciplines in the support of scope or commercial term development.
  • Be proactive with contractors, vendors & manufacturers to ensure contract compliance.
  • Generate schedules, status reports, invoices, and supporting documents in a timely manner.
  • Provide consultative, analytical, and procurement management support to project management, project controls, and construction management leadership and other senior leaders as required, reporting through the LBNF Project Procurement Manager.
  • Protect the Project and Department Of Energy (DOE) interests through risk identification/mitigation, disputes and REA resolution, assuring adequate warranty and sureties are in place.
  • Ensure timely payment of contractors.
  • Manage contract and purchase order processes to avoid claims and participate in the equitable settlement of claims.
  • Support internal and external audits. May audit other projects.
  • Execute portfolio assignments as requested, perform contract risk assessments, and formulate mitigation strategies.
  • Develop standard contract templates for a project, prepare Project Contract Procedures, and provide input to Project Final Report.
  • Coordinate the timely issue/distribution/response of documents to the Contractor/Vendor.
  • Abide by and is responsible for performing all duties as assigned and in accordance with all ESH regulations and practices pertinent to this position.

We Are Looking For
  • Bachelor's degree in Supply Chain, Business Administration, Construction Management or similar discipline and/or ten (10+) years' relevant work experience
  • Must have procurement & subcontracting experience on DOE/DOD/DOS Projects and/or programs applying & implementing DEAR, DFAR, and FAR regulations
  • Broad understanding of the construction industry and contract language associated with engineering, procurement, fabrication, design/build, design/bid/build, Time & Material (T&M), and early contractor involvement (EIC) delivery methods
  • EPCM Government Group Experience on DOE/DOD & DOS Projects highly desirable
  • Experience developing, issuing and analyzing Request for Proposals (RFP)
  • Administration of complex/high value Contract packages
  • Experience in conducting commercial evaluations
  • Experience performing in-depth Cost & Pricing Analysis
  • Experience negotiating contract terms and conditions
  • Experience performing contract management post-award activities through evaluating and status of contractors' productivity, schedule adherence, contract change management, safety, quality control and assurance, invoicing and claims avoidance
  • Excellent verbal and written communication skills
  • Experience evaluating, negotiating changes and requests for equitable adjustments (REA's)
  • Experience in accurately formulating & administrating multiple compensation structures including, but not limited to, flexibly priced, lump sum, and unit price Subcontracts and or Purchase Orders

Preferred Qualifications
  • Master of Business Administration (MBA) and/or fifteen (15+) years' relevant work experience
  • Former Contracting Officer (CO) experience
  • Domestic/international EPCM project assignment experience on large, multi-billion dollar projects
  • Six Sigma or similar certification
  • EVMS certifications
