A highly motivated Far Site Environmental, Safety & Health (ESH) Coordinator is being sought to join Fermilab's Long-Baseline Neutrino Facility (LBNF) and Deep Underground Neutrino Experiment (DUNE) Project team. The LBNF/DUNE Project is hosted by Fermilab in Batavia, IL, but includes participation from universities and laboratories from around the world. The project includes construction of a beamline and near detector at Fermilab and a large underground detector at the Sanford Underground Research Facility (SURF) in Lead, South Dakota. The LBNF/DUNE project will design and construct one of the largest proposed neutrino experiments in the world over the next several years.

The selected candidate will organizationally report to the LBNF/DUNE Project ESH Manager at Fermilab but is also responsible to coordinate very closely with the LBNF Far Site Project Manager and Far Site Construction Coordinators. The Far Site ESH Coordinator also works together with a system engineering team and managers and engineers in the major subprojects. Under limited direction, this position has responsibility to oversee the Fermilab ESH program at the LBNF Far Site and its implementation by the designated Subcontractors.

This position is based in Lead, South Dakota but will be an employee of Fermi Research Alliance, LLC.

You Will
  • Cooperatively monitor the project's ESH policies and procedures for LBNF and DUNE subprojects to assure compliance with project, Fermilab, and SURF requirements and all applicable local, state and federal regulations, requirements and standards and all Department of Energy (DOE) orders.
  • Ensure appropriate implementation of the subcontractor Industrial Hygiene program including lead/asbestos abatement, personal sampling, and occupational medicine.
  • Implement an Industrial Hygiene sampling and monitoring program for the LBNF Far Site staff.
  • Initiate, perform and document jobsite inspections and audits with special emphasis on hazard recognition, unsafe behaviors and corrective actions, and lessons learned. This necessitates the ability to think independently, communicate thoroughly and facilitate the implementation of corrections/behaviors.
  • Be the primary point of contact for all stakeholders ESH related inquiries at the Far Site.
  • Assist in ESH matters in project plans, including strategizing technical solutions and alternatives on ESH matters.
  • Assist in the development of the LBNF construction site work planning and control process including support in the development of the Hazard Analysis (HA) process with the multiple Subcontractors at the Far Site.
  • Review engineering documents for compliance with applicable codes and standards. Reviews are not limited to drawings, and the applicable codes and standards are not limited to ESH and/or QA.
  • Lead ESH audits, site inspections, accident investigations, and monitor trend analysis in order to identify areas of concern and implement improvements.
  • Report ESH issues including accidents, injuries, and near miss incidents to the LBNF/DUNE ESH Manager. Oversight of compliance with accident/incident reporting and investigation requirements.
  • Prepare report for LBNF/DUNE ESH Manager based on observations, interpretation of data and current regulations. Routinely interact with Fermilab, SURF, Department of Energy (DOE), project staff, and stakeholders on ESH issues.
  • Provide guidance and interpretation on ESH matters and problems relating to LBNF/DUNE construction at the Far Site to the LBNF/DUNE ESH Manager, the SURF ESH Director and the Subcontractor ESH Manager.
  • Participate as a member of the SURF and CMGC ESH Committees.
  • Participate in the weekly LBNF Project Construction Planning meetings with the Subcontractors.
  • Participate in ESH reviews at the Far Site with Project, Fermilab, and DOE ESH oversight staff.
  • Abide by and be responsible for performing all duties in accordance with all environmental, health and safety regulations and practices pertinent to this position.
  • Other duties as assigned.

We Are Looking For
  • Bachelor's Degree in an ESH discipline or related field
  • 10+ years' work experience in heavy construction and/or tunneling
  • Working knowledge of policies, regulations, specifications and requirements governing health and safety, OSHA, ACGIH, and other regulatory agencies
  • Strong knowledge in formalized work planning and control processes including a task driven hazard analysis process and Industrial Hygiene programs
  • Demonstrated technical and analytical problem-solving skills
  • Ability to recognize hazardous situations and recommend corrective measures
  • Strong interpersonal skills
  • Excellent written and communication skills to enable effective interaction with project Fermilab, and stakeholder personnel. Able to interact with all levels of a Project organization.
  • Strong analytical skills to identify trends and establish proactive corrective actions
  • Ability to use MS Office and document management systems
  • Ability to work independently
  • Ability to work in a team environment
  • Ability to work in high production environment (50+ hours/week, including nights and weekends are expected) and questioning environment
  • Certified Safety Professional, Certified Industrial Hygienist, Construction Health and Safety Technician, ASQ certifications, or other appropriate certification preferred
  • Working knowledge of DOE 10CFR851, preferred
