POSITION SUMMARY

The Data Solutions Architect III plays a key role in the development of solutions that contribute to the growth and advancement of Enterprise Data Management and the Business Intelligence and Analytics Function. This function includes an enterprise data warehouse, big data platforms, Business Intelligence and analytic tools, and knowledge management resources and supports both Atlanticare Health System and Geisinger Initiatives.

This position will also learn and help continuously improve and enforce our policies and procedures to ensure the mission and vision of the Information Governance Structure at Atlanticare Health System is met. The scope of these P&P will include end to end solution development, data management, data governance, and using organization processes for software development life cycle and change management to build out the Information Governance vision and framework and in support of enterprise analytic assets such as reports and functions and dashboards.

The Data Solutions Architect III also takes hands-on role in development and data management functions and will ensure high-quality development practices are followed and business needs are met on time and within budget. This position will design, build, and implement various components of the Information Governance vision including data models, semantic layers and metadata views, data manipulation and transformation packages, visualization/reporting applc9iations, and other software/hardware that impacts the services of the Business Intelligence and Analytics team provides. This position has a deep technical understanding of SQL Server and Vertica platforms, and will play an important role in mentoring junior developers.

The Data Solutions Architect III will meet with business stakeholders to understand their needs and help identify or improve ideas for future analytics. This position is required to communicate and market Information and Data Governance capabilities to the organization and deliver appropriate training opportunities through User Group meetings and routine training sessions. This position also may meet with leadership at all levels to learn the direction of the organization or department and communicate project status. This position will keep informed on developments in the healthcare industry and analytics offerings and participate in networking and education events/conferences.

This position supports organizational goals by providing quality customer service, participating in performance improvement efforts and demonstrating a commitment to team work and cooperation.

QUALIFICATIONS

EDUCATION: Bachelor's degree in Computers Science, Information Science, Biostatistics or related Epidemiology, Industrial Engineering or other related field required. Master's preferred.

LICENSE/CERTIFICATION: Oracle Certification required.

EXPERIENCE: Minimum 10+ years of Business Intelligence developer and administration toolsets required. Minimum 10 + years healthcare information reporting, data analysis reporting/dash boarding or informatics experience with developing HealthCare Data Warehousing and analytic solutions required. Minimum 5 years' experience with relational databases such as Oracle, Microsoft, or Teradata required. Experience with Business Objects and/or Tableau required.

Experience with Hadopp, Hive, HBase, and NoSQL databases preferred. Experience with Cerner, McKession, EPIC, TSI, IDX, SMS, AMISYS, CoPath, preferred.

PERFORMANCE EXPECTATIONS
  • Demonstrates responsibility for demonstrating the values and working towards the goals and objectives of the Information Governance Committee (IG) and the Atlanticare Health System.*
  • Provides onboarding, training and mentoring to staff in alignment with achieving these objectives.*
  • Works with senior leadership, operational and clinical departmental leaders, departmental analysts and Business Strategy/development staff to understand requirements, promote awareness and effective use of the Business Intelligence and Analytics Team (BI&A).*
  • Demonstrates responsibility for the execution and facilitation of all IG driven BI&A projects, following the appropriate Software Development Lifecycle and ensuring milestones are appropriately completed.*
  • Tasks include scoping, profiling data, collecting requirements, collaboratively designing databases, data transformation and cleansing via ETL and ELT processes, analytics and other assets, building these assets when necessary, performing testing, defect resolution, training and deployment activities and facilitating post-go live assessments.*
  • Ensures timely, accurate, and complete documentation of project status, issues, actions, risks, and decisions. Escalates appropriately.*
  • Works on projects of moderate to high complexity within two or more development environments. Works on multiple projects as SME / that require in-depth knowledge across multiple technical areas and business segments within the Healthcare domain. Has solid knowledge of at least one business area or system.*
  • Evaluates or develops new business intelligence applications that make full use of technology and the enterprise data warehouse.*

*Responsible for working with the BI&A team to a) develop, optimize, and manage data models in assigned applications and data warehouse platforms or other AHS platform metadata layers; b) ensure the performance and integrity of the associated ETL processes; c) develop, optimize and manage the necessary semantic/reporting layer (business intelligence tools, visualization tools , etc.).*
  • Responsible for working with source system data managers and stewards as well as operational/clinical leaders to understand source applications and processes and to identify and correct all source system data integrity issues.*
  • Requires direct observation of the associated data capture process flows.*
  • Leads activities related to the enterprise data warehouse platforms including but not limited to the design, build, installation, and configuration of related platform components; the load of disparate data sources; rapid prototyping; and related pre-processing.*
  • Performs research and analysis of operational, financial, and clinical data, including medical algorithms and complex statistical analyses to provide insight into health care expenditures, medical and economic outcomes, cost containment, and other strategies. Summarizes and presents findings and recommendations to the appropriate audiences.*
  • Visualization dashboard creation expertise and *Functions as a"super user" in 2+ areas of programming; priority analytic methodologies, clinical healthcare operations or data reporting/management tools.*
  • Works with business analysts and other stakeholders and under the direction of BI&A prioritization, develops highly complex reports or dashboards that incorporate statistical models and industry"best practice" design methodology.*
  • Actively participates in the valuation processes related to project requests and ROI realization following project completion (e.g., 12-month follow-up).*
  • Takes a leadership role in query, report, and dashboard performance creation and optimization.*
  • Ensures accuracy, data integrity and validity of data/analysis in all work.*
  • Provides quality assurance oversight of project-related data flows and stores including the review of data entry, loads, transformations, extractions, merges, and other production jobs.*
  • Contributes to the Data Governance program to manage enterprise data assets.*
  • Collaborates with data stewards, subject matter experts, and project sponsors in data enrichment processes.*
  • Develops and delivers training programs to internal and external customers. Topics in the business, clinical, BI reporting tools and applications, and statistical domains. Knowledge share formats include instructor-led classes, CBT's, instructional documentation, articles, and conference presentations.*
  • Provides leadership in the development and maintenance of a BI&A knowledgebase (Business Glossary/Data dictionaries/analytic inventories) that includes all relevant attributes, statistics, and data elements associated with all data systems acquired into and built on top of the BI&A related platforms.*
  • Provides leadership and guidance to the BI&A Team, including administrative staff, analysts, and consultants.*
  • Provides input for annual budget preparation, operational and capital budgeting
  • Provides subject matter expertise in one or more areas such as clinical, operational, financial, regulatory, or mathematical/statistical domains. Expertise may be in the form of one or any combination of the following: education, clinical licensure, certification, or experience.*
  • Assists with the evaluation, selection, recommendation, implementation, and support of new technologies associated with Business Intelligence, the Enterprise Data Warehouse, and big data platforms. Technology domains include visualization and data exploration, databases, data models, appliances, big data platforms, real-time data, ETL, NLP, data quality, data profiling, data masking, master data management, and metadata management.*
  • Keeps current with industry best practices, trends, tools, and techniques for BI and clinical informatics and proposes corporate adoption recommendations,*
