The Vice President, Benefits and Compliance is a critical role in TotalSource tasked with ensuring effective leadership and successfully executing upon the service strategy and offering of the TotalSource Benefits Healthcare offering and compliance product portfolio. Provides strategic leadership and oversight of all aspects of the Benefits and Compliance offering, including Carrier Strategy, Benefits Service, Benefit Operations and Benefits Compliance.
 
The VP is responsible for developing and executing upon overall strategies designed to establish service excellence by focusing on client, worksite employee and associate satisfaction and the quality and execution of Benefits service delivery, resulting in client retention and growth. This leader partners with sales, service and corporate to successfully execute upon strategic initiatives, including introduction of new products, for TotalSource Benefits continually ensuring alignment to the TotalSource PEO Service Model. Accountable for all financial and service goals, i.e. net operating income, revenue, and client satisfaction (NPS). Drives accountability and is responsible for the client service experience, quality and execution of service delivery across the entire TotalSource Benefits and Compliance organization, resulting in client retention and growth.
 
The TotalSource healthcare offering spans 24+ carriers, 2400+ plan designs and over 600k individual rates spanning 12k clients. The VP has responsibility for the healthcare offering and administration for over 500k worksite employees, 24+ carrier relationships with $5b in annual healthcare premium 275 associates (200 stateside and 75 offshore).

ESSENTIAL RESPONSIBILITIES
 
Benefits Offering and Performance
Designs, develops, directs and executes the TotalSource/PEO benefits administration service strategy and model, supporting the TS/PEO vision of becoming the premier PEO provider. Delivers value through superior quality of benefits offering, operational excellence, innovative technology and solutions, engaged associates, and client partnerships. Influences innovative thinking that results in highly effective service and relationship management solutions, allowing TotalSource to remain highly competitive.
 
Proactively monitors results, key metrics, and financial and service goals including but not limited to Benefit claim performance (BCR), revenue, participation, Client Retention and NPS against plan, objectives and adherence to standards. Drives accountability and takes adequate steps to pro-actively plan and execute to correct shortfalls. Has client service expertise and strong operational knowledge.
 
Works collaboratively with the Benefit Carrier, Operation, Service and Compliance leaders to ensure that Benefits trends, activities, reporting and needs are realized throughout the operational lifecycle (including annual open enrollment) and providing prioritization of client needs to functional groups. Continually looks for ways to improve efficiency and the client experience. Accountable for supporting the global direction of standard work and processes.
 
Oversees the reporting, enhancements and field support activities related to the TotalSource's benefits evaluation. Works with consultants and brokers to regularly monitor and update the actuarial assumptions. Recommends enhancements to the benefits evailuation process based on carrier benchmarking and internal analysis. Oversees the in-house consultant/analyst resources supporting the field benefit reviews.

Open Enrollment
Oversee all activities related to Open Enrollment of the Health & Welfare Benefits Offering made available to clients and worksite employees. Open Enrollment process includes representing TotalSource during the carrier renewal negotiations and ensuring functional areas, regional teams, business partners, suppliers, project managers and individuals are meeting respective commitments to timelines, deliverables, budgets and service levels.
 
Business Leadership
Partners, collaborates with and influences those outside formal line of authority to accomplish organizational goals, i.e. Product Development, Sales, Service, Implementation, Finance, HR, Product Management, and Legal/Compliance across all ADP business units to implement client satisfaction, retention strategies and growth initiatives. Partners with cross functional teams of leaders and their project management and or technical experts to continually improve operating efficiency and the quality of the client experience. Develops strong working relationships and acts as the primary Benefits in accordance with the TotalSource/PEO Service model. This includes, but is not limited to ownership/resolution of client issues across the Benefits organization. Operates well in a matrix environment. 
 
Develops and articulates the strategic service direction of TotalSource Benefits offering in a clear and compelling manner. Keeps the organization's vision and strategic plan at the forefront of decision making. Develops and communicates clearly defined service goals and measured expectations. Leads others to see the links between organization, team and individual goals.
 
TotalSource/PEO Benefits liaison with ADP Corporate (IT, Marketing, Product Management etc.) and other BU's regarding service initiatives.

People Leadership
Builds a strong team of leaders via staffing, performance management, development planning and associate engagement. Develops leaders within the organization by providing growth opportunities, coaching, timely feedback and guidance. Rewards results and behaviors that support the mission, vision and values of the organization. Develops successors and prepares associates for career progression. Determines training requirements and ensures that the necessary training is completed to enhance the skill base of the client service department and benefits organization.
 
Compliance
Represents the Benefits organization with clients and government agencies (DOL, IRS, State Insurance Agencies) at the highest level. Responds to client concerns during critical escalation issues. Understands the perspective of the client and takes actions to integrate their needs with the products and strategic direction of ADP. Balances client expectations with associate engagement, financial performance and profitability.
 
Ensures required annual reporting and compliance with Section 125, ACA, COBRA, HIPAA, FMLA, IRS and other state/federal benefits laws and requirements. Manages all annual filings including the 5500.

QUALIFICATIONS

Education: Bachelor's degree in business or related discipline; MBA preferred. CEBS or other benefits administration, insurance and compliance course work desired.

Experience: 15+ years benefits and/or operational management experience in a professional level, senior leadership role having lead team of 100+ including Leaders of Leaders. Benefits experience, including underwriting, research and analysis, business development (either consulting or leadership role in establishing a health and welfare benefits program) and experience in consulting or large corporate environment highly preferred. Working knowledge of regulations in benefits, including Section 125, ERISA, DOL, HIPAA, COBRA, ACA and FMLA.

Skills: Strong analytical, research and communication skills are essential. Underwriting, actuarial or related financial analysis skills preferred. Advanced expertise with PC based business applications, such as Access, Excel, PowerPoint and statistical applications are required.
