Job Summary
The Willamette Valley Communications Center (WVCC) is seeking to hire a highly skilled and motivated individual as our Technical Services Manager. The Technical Services Manager reports to our Director and is a key member of our management team.

This is an exciting time for WVCC and our member agencies as we are in the process of replacing our current Computer Aided Dispatch (CAD) system. A major focus of this position over the next 24 months will be the selection and implementation of a new CAD system. In addition, this position is responsible for managing the support and maintenance of all our technical systems, including radio systems, telephone systems, computer system, the primary facility, and two backup centers. The position is responsible for supervising a team of six technical support personnel.

Strong technical skills are a must, along with experience supervising, mentoring, and evaluating technical staff. This is a complex operation, supporting both a 911 emergency communications center and mobile data communications for 29 Police, Fire and Ambulance agencies in Marion, Polk and Lincoln Counties. WVCC is a division of the Salem Fire Department and all staff are employees of the City of Salem. This position provides an expert level of understanding of current technologies and often makes key decisions concerning public safety communications for the city and our member agencies.

As our Technical Services Manager you will:

  • Work collaboratively with our Operations Manager to develop, interpret, and adjust procedures as necessary for the efficient and effective operation of the emergency communications systems and supporting technologies;
  • Assist in troubleshooting and resolving technical related issues;
  • Coordinate all system upgrades;
  • Develop and implement long-range technology plans, working collaboratively with the City's Information Technology department and others;
  • Oversee, develop and administer the technical services budgets along with negotiating and monitoring all technology related purchasing and service contracts;
  • Research current technology advancements to guide our strategic direction in future upgrades and enhancements for new systems, software and equipment. This can include developing Requests for Proposal (RFP) and Invitations to Bid (ITB) as necessary for procurement;
  • Supervise radio shop and IT skilled employees, prioritizing work, regularly monitoring work progress, provide coaching for improvement and development, routinely evaluating performance and complete annual appraisals;
  • Set expectations of quality service and customer satisfaction, to include performance management and follow up training and team building as well as the application of available technology and industry practices;
  • Attend meetings with member agencies, other partners and private vendors and often be called upon to present technical information to non-technical audiences.
  • Respond after hours to critical system impacts and coordinate problem resolution

Work Environment and Physical Requirements
The Technical Services Manager maintains normal working hours and has responsibility for managing projects which often take place during evening and weekend hours. Work sometimes takes place in wiring closets (small confined spaces), server rooms, and may require travel to offsite locations or for conferences and seminars.

This is a fast-paced job that can have frequent interruptions and high priority projects. Project work must continue while assuring that day to day operations continue and technical problems are resolved. This position is also on-call for support system or network problems.

What are the minimum qualifications?

  • Must pass the pre-employment background check including a criminal background check necessary to obtain Criminal Justice Information System clearance and Law Enforcement Data System certification within 30 days of hire (clearance must be maintained throughout employment.)
  • Must pass the pre-employment drug test (including marijuana)
  • Must have an Oregon Driver license and have a driving record that meets the City of Salem's driving standards
  • Bachelor's degree from an accredited college or university in a related field, and seven years of progressively responsible professional managerial experience, including managing supervisory staff, or any combination of experience and training that demonstrate possession of the knowledge, skills, and abilities as listed, and ability to perform the examples of work. Master's degree in mathematics, computer science, information technology, engineering or related field is highly preferred and may substitute for two years of experience.

Preferred Qualifications:

  • 5 years progressive experience in technology, information systems, and/or project management.
  • Solid understanding of technical systems, radio systems and/or telephony gained through professional experience.
  • Knowledge of technical applications (software, hardware, network security, and troubleshooting); project management principles; organizational and management principles as applied to the analysis and evaluation of programs, policies and operational needs of common public safety practices.
  • Skilled in mobile device troubleshooting.
  • Understanding of wireless networking, VPN, SMS and remote desktop.
  • Knowledge of principles and practices of budget preparation and personnel management.
