SUMMARY OF DUTIES:
The Senior Program Manager is responsible for delivery of very large high-risk programs, with multimillion dollar cost impacts and multi-year delivery schedules for the Enterprise Network Engineering and Convergence group. The programs may encompass sub-programs, multiple projects and work-streams, cross-departmental interfaces, multiple technologies (Wayside Connectivity and Network Convergence, Passenger Information Display Systems, On-Board Information Display Systems, Maintenance of Way infrastructure, etc.), geographies and assets. Individuals in this role work independently and may have direct reports or matrixed subordinate team members. The role requires regular analytical and metrics-based reporting to other staff, Executive Committee, and stakeholders.

ESSENTIAL FUNCTIONS:
Coordinate with project teams and vendors to ensure timely and cost-effective sequencing and execution of critical path milestones across several inter-dependent projects within assigned program and overall portfolio
Establish Program Governance and Controls structures to enable effective escalation and decision-making processes
Cultivate collaborative partnership among stakeholders to enable effective scope management, financial oversight, and resource utilization
Identify, document, and elevate cross-organizational and vendor-driven dependencies, and work with executives and peers across the organization to develop and implement the appropriate risk-based dependency management processes
Identify and manage assessment of major changes to scope, schedule and budget through the appropriate Program and Enterprise governance approval mechanisms
Hire and mentor junior level Project Management staff and matrixed team members, and provide guidance on adherence to the Project Management practices.
Work with senior leaders to contribute relevant data to support annual planning activities and sequence new working through the appropriate controls mechanisms
Ensure that program financial performance and forecasting information is available and reportable for senior executives and government regulators
Identify and evaluate the risks associated with program execution and work across organization to establish and monito mitigation plans
Develop and maintain required program management artifacts and ensure that all projects have appropriate project management artifacts and processes in accordance with Amtrak Project Management standards and applicable regulations
Identify efficiencies and present recommended improvement opportunities at various levels of management.

MINIMUM QUALIFICATIONS:
Exceptional project and program management skills with hands on experience managing and reporting on Scope/Schedule/Budget/Risks/Issues for large IT infrastructure programs.
Experience developing and implementing strategy and technology roadmaps, leading matrixed teams, managing process improvement initiatives, and driving Quality Assurance programs.
Experience interfacing routinely with C-level technology and business stakeholders.
Experience is the rail industry. planning and managing civil engineering projects.
Strong vendor management experience including contract management, Statements of Work, RFP/RFI, proposal reviews.
Experience working with cellular communications and Distributed Antenna Systems (DAS).
Strong focus on collaboration, team building, and customer service.
Highly motivated and self-directed.
Strong customer service orientation.
Able to exercise independent judgment and take action on it.
Excellent analytical, mathematical, and creative problem-solving skills.
Excellent listening, interpersonal, written, and oral communication skills.
Logical and efficient, with keen attention to detail.
Ability to effectively prioritize and execute tasks while under pressure.
Strong Microsoft Office skills (Word, Excel, Visio, PowerPoint, MS Project, SharePoint)
Bachelors degree with a minimum of 9 years of relevant work experience or any equivalent combination of education and experience.
PMP Certification in good standing
Must have work authorization in the United States.
