Reporting to the Director of Planning & Development for New York Penn Station, the Sr Mgr Planning & Development is responsible for the management and coordination of planned improvements within Penn Station and surrounding Amtrak assets in New York City. The position will support the development of Amtraks long-range plan for strategic investments into our assets, including customer-facing and back-of-house station improvements at New York Penn Station and associated expansion, as well as commercial development opportunities within the Precinct. This position works collaboratively within the Major Stations team, the broader Stations, Facilities, Programs & Accessibility (SFP&A) team, and across various other departments at Amtrak. In addition, the position coordinates with city, state and railroad partners in New York & New Jersey, and agencies of USDOT. In addition to supporting the development of projects that are specific to improvements to the Penn Station complex, this person will ensure such projects are integrated with the long-term strategic vision for our assets.

The individual in this role should have broad experience in planning, public policy, and a good understanding of complex project management. They should possess excellent writing and verbal presentation skills and should have familiarity with, and preferably relationships with, New York or New Jersey city, state, and regional government agencies, civic organizations, or stakeholders. In addition, this individual should be comfortable in a fast-paced working environment, able to prioritize deliverables and meet project deadlines.

Key Responsibilities:
Manage large-scale planning and development programs at NYP Precinct involving multiple public and private stakeholders and complex, multi-party agreements to implement near- and long-term strategic investments that will result in a quality product for Amtraks customers; ensure strategic alignment of station capital improvements and commercial development projects sponsored by Amtrak and/or commuter and transit rail agencies, master developer partners, and other third parties.
Lead and direct Amtrak personnel and consultants in their execution of responsibilities related to planning and implementation of near-term station improvements.
Initiate, advance, or manage ongoing planning studies to develop an overall sequence, phasing, and prioritization of capital improvements. Ensure consistency with overall program goals and long-term vision.
Plan the delivery of overall projects and activities in close partnership with the SFP&A PMO and in accordance with the mission and the goals of Amtrak.
Manage the overall execution of planning and development programs to ensure strict adherence to budget, schedule, and scope. Monitor and track project milestones and deliverables while ensuring high quality standards.
Collaborate continuously with internal and external stakeholders to maintain necessary communication, engage resources as needed and facilitate swift resolution of issues. Amtrak and external parties include: Real Estate, Engineering, Mechanical, Transportation, Planning and Finance; city and state agencies; FRA; and commuter railroads. For external stakeholders, the Senior Planning Manager will also need to address their interests and concerns to the mutual satisfaction of Amtrak and such stakeholders.
Provide regular status reports and conduct presentations to stakeholders and senior management
Participate in the review of external and third-party station and surrounding projects that impact or have the potential to impact Amtrak assets.
Plan and manage multiple work efforts, and coordinate project scopes and schedules for a wide variety of planning and development projects.
Continuously communicate and coordinate with partner agencies and public and private stakeholders, on matters of environmental review, right-of-way preservation, project benefits, and impacts,
Assist in the drafting of agreements between agencies and negotiation of business terms to facilitate procurement of cooperative planning and design studies as well as funding.
Collaborate with internal stakeholders, regulators, and vendors to facilitate appropriate reporting and consolidation of relevant data sources to enable executive decision support framework.

Required Skills & Work Experience
Graduate degree in Urban Planning, Public Policy, Facilities Planning, Engineering, Business, Real Estate or equivalent combination of relevant education and experience.
9 years of relevant experience required.
Demonstrated experience in managing consultants.
Solid understanding of project management principles
Strong advocacy and communication skills, including experience in making presentations to senior management.
Demonstrated strategic planning experience.
Strong financial analysis ability.
Demonstration of strong written and verbal communication, business acumen, critical thinking and problem solving, decision making, empathy, and professional ethics.
Experience working with government agencies and organizations.
Proficiency in MS Word, Excel, Power Point, MS Project, MS Access.
Excellent organizational, collaborative, and relationship building skills.
Must have work authorization in the United States.

Preferred skills & work experience
11+ years of relevant experience in Planning, Engineering, Public Policy, Business or Real Estate Development.
Experience with large scale redevelopment and/or infrastructure projects.
Demonstrated experience of building and gaining consensus across stakeholders with divergent viewpoints around a common vision and path forward to deliver and optimize program and project benefits.
