SUMMARY OF DUTIES:

This position will ensure compliance and maintain the integrity of the completed construction initiatives including but not limited to the following systems :

Emergency Ventilation Facilities, Tunnel Floodgates, PSNY Complex Fire standpipe and Mechanical equipment rooms, Fire extinguisher management, Fire alarm and security systems,emergency power systems, Tunnel and station sump pumps

Ensures systems are in good working order and available to address and respond to any emergency conditions that might occur.

ESSENTIAL FUNCTIONS:

  • Management of Amtrak direct labor forces to maintain FLS systems in a constant state of readiness and to support 3rd party construction forces.
  • Development of efficient safe means and methods for performance of work.
  • Development / Implementation of maintenance training programs to assure PM task are performed correctly and consistently.
  • Responsible for accurate labor time collection reporting and management. Responsible for accurate invoicing.
  • Resource planning of tasks against master schedule.
  • Work task planning and scheduling. Work performance reporting against plan.
  • Work under time constraints in various changing environments. Coordinate work plans for both internal and external support.

MINIMUM QUALIFICATIONS:

  • 6 years relevant experience required.
  • Bachelor's degree or equivalent combination of education, training and relevant experience may be considered in lieu of a degree.
  • Demonstrated experience in operating and maintenance / management of mechanical and electrical systems. High level of familiarity with regularly occurring Northeast Division West requirements for track occupancy within the NY terminal area; Amtrak, LIRR & NJT emergency response procedures and outside authorities. Must be familiar with AC/DC traction power and signal power removal limits required to support Engineering projects and maintenance track occupancy and track usage preferred.
  • Significant work experience including Fire and Life Safety Systems, policies and procedures, and extensive supervisory experience.
  • Significant experience in management of multiple maintenance projects and corrective and preventative maintenance programs.
  • Significant experience in management of 3rd party contracts, procurements, document controls
  • Must have facility maintenance related experience. Demonstrated experience as a manager/supervisor on maintenance projects and/or programs.
  • Must have knowledge of SCADA systems
  • Must have knowledge of continuing improvement maintenance programs.
  • Must have prior mentoring experience
  • Must have prior knowledge of managing multiple union labor forces and knowledgeable of implementing union agreements
  • Strong familiarity with local codes and standards.
  • Must have experience in using MS office.
  • Kowledge of NORAC, RWP, AMT-2, applicable FRA rules and regulations; OSHA requirements and other federal state and local regulations.
  • Prior satisfactory job performance required. Must have excellent verbal and written communications skills and excellent presentation skills for both within and outside of the organization. Prior satisfactory job performance required

PREFERRED QUALIFICATIONS:

  • 8+ years relevant experience preferred.
  • Demonstrated experience in HVAC, Electrical Sub Stations, and Industrial Ventilation Systems.
  • Demonstrated organizational, planning, financial and analytical skills, and ability to monitor and analyze system requirements.
  • Demonstrated experience as a manager/supervisor of construction and/or maintenance projects and/or programs.
  • Demonstrated skill using PC based software programs, sufficient to prepare effective presentations and business analyses, including spreadsheets, word processing, and project management software.
  • Demonstrated ability to communicate orally and in writing within and outside of the organization.
  • Demonstrated ability in conducting effective meetings.
  • Demonstrated ability to work under tight time constraints, pressure, and multiple priorities.
  • Experience with management of multiple construction projects and/or programs. Effective writing/presentation and interpersonal communications skills; time management; conflict resolution.
  • Bachelors Degree in Engineering or the equivalent combination of education, training, and/or work experience.
  • MS Project & Primavera.
  • Professional Engineers license is preferred.
  • Knowledge of NFPA related codes.

COMMUNICATIONS AND INTERPERSONAL SKILLS:
Must have excellent oral and written communication skills.
