Job Description:

The Program Officer will support program implementation on the USAID/Burma Lincoln Scholarship Program at IIE. The Program Officer will directly support and advise a caseload of 25-35 Lincoln Scholars as they study for their Master's Degrees in the U.S. focusing on their academic progress, personal well-being, and progress towards their professional goals and the goals of the Lincoln Scholarship Program. The Program Officer will work directly with IIE colleagues in the U.S. and Burma, as well as university contacts to plan for orientation and enrichment events for the scholars, contribute to the visa and pre-departure process, manage individual scholar budgets, contribute to program deliverables, and ensure compliance with USAID requirements. The Program Officer will travel domestically during the academic year to visit the scholars in their caseloads at their university campuses. Work is carried out independently under general supervision. Program Officer may work on other USAID Programs as needed. The Program Officer will report to the Assistant Director.

Essential Functions:
Monitoring: (i) Monitors and supports the well-being, academic progress, and compliance with USAID and J1 visa requirements for 25- 35 scholars completing a degree in the U.S. (ii) Conducts campus visits to U.S. universities to monitor participants (iii) Supports scholar requests, pre-departure and arrival processes, and other event logistics (iv) Supports and leads orientation and re-entry programs. (v) Enforces USAID Participant Training policies (ADS 252), supports the maintenance of program processes/materials, recommends policy and procedural changes as appropriate.
Deliverables: (i) Support the development of program deliverables, including quarterly and annual reports, campus visit reports, and scholar success stories.
Budgeting: (i) Prepares and monitors individual scholar budgets. (ii) Supports payment process for tuition payments, disbursements, and other program costs. (iii) Completes expense report in line with IIE policies following campus visits.

Job Requirements:

Education and Work Experience:
Requires a Bachelor's degree in order to apply a working knowledge of the theories and principles in a specialized field or work discipline.
Requires at least two years of related work experience.

Knowledge Skills and Abilities:

Proactive and self-directed
Strong organization skills with high attention to detail.
Ability to work well under pressure and meet deadlines.
Good written and verbal communication skills.
Intermediate knowledge of working with Microsoft Office Suites.
At least two years of student advising or counseling experience preferred. Experience with USG-sponsored programs a plus.
Study/work abroad experience preferred.
Ability to interact with all levels of team members and external contacts; sensitive to cultural differences when working with people from other cultures.
Ability to exercise discretion on confidential matters and to demonstrate sound judgement in consulting with and keeping others informed.
Ability to compare and evaluate possible courses of action and recommend or decide appropriate course of action.

Essential functions are performed in a general office setting with low noise.
