Job Summary
The City of Salem is recruiting for a Plans Examiner II! We are looking for an outstanding individual who has a proven record in commercial and residential plan review to assist our Building and Safety Division (BSD) to better serve our community. This position provides all electronic plan review of building plans with modern computer-aided technology while meeting BSD guarantees and goals. The successful candidate will counsel customers on appropriate permits, building code requirements, plan review submittal requirements, enter accurate data into computer records, and calculate fees. The candidate will also respond to inquiries from the public and other city departments. The ideal candidate is a seasoned plan reviewer with people-oriented skills able to work independently, accomplish daily plan review timelines while working with walk-in-customers.


Our Building and Safety Division provides exceptional service to the Salem area construction industry. We provide plan review, permitting, and inspection of commercial and residential construction to ensure compliance with Oregon State Building Code and city of Salem codes. In a recent audit, our stakeholders described our division as:

We are the only city or county building department in Oregon that has been accredited by the International Accreditation Services meaning we operate in full conformance with recognized best practices.

What are the minimum qualifications?
  • Must passthe pre-employment background check.
  • Must have an Oregon Driver License and a driving record that meets the City of Salem's driving standards.
  • High school diploma or GED, supplemented by college level courses in engineering or architecture, and five years of experience as a building contractor, architect, or structural engineer, or any combination of experience and training that demonstrate possession of the knowledge, skills, and abilities as listed, and ability to perform the essential job functions.
  • Two years of commercial plan review experience within the last 5 years with electronic plan review experience preferred.
  • State of Oregon Inspector certification (OIC), Residential Plans Examiner (CAX), Residential Structural Inspector (CAS), State of Oregon Structural Plans Examiner A-Level (PEA), and Fire and Life Safety Plans Examiner (PEF). When applying, be sure to include all ICC certifications as these may have transferrable equivalency to the State of Oregon's certification criteria.
  • Preferred certifications include: State of Oregon Mechanical Inspector A-Level (MIA), Residential Mechanical Inspector (CAM), and Residential Plumbing Inspector (CAP).
  • Additional certifications are a plus and may be eligible for incentive pay.
