The Financial Planning & Analysis Manager is a key member of the Capital Financial Planning & Analysis team responsible for the planning, analysis, and reporting of all company activities focused on capital investment.  Key duties include financial reporting and analysis, forecasting, nancial modeling, and process improvement activities as well as relationship partnering to impact Amtraks capital portfolio.


Develop annual capital plans and monthly reports detailing spend on capital expenditures and key performance metrics.
Construct and report on the companys 5-year strategic plans for capital spending, including work with senior and executive leadership to support planning activities
Develop in-depth business cases, design nancial models, determine ROI, IRR, NPV, and other signicant nancial metrics to provide recommendations to senior management on potential financial impacts to large scale projects
Perform data-driven analysis to create nancial models utilized to inform executive leadership and provide recommendations based upon the results
Lead cost estimation activities, performing bid and proposal analysis and evaluation
Provide financial project performance and forecasting reports to senior executives and government regulators
Mentor and coach junior level Finance staff and matrixed team members, providing guidance on best practices and areas of improvement 
Identify efficiencies and present recommended improvement opportunities at various levels of management


Bachelors Degree in Finance, Accounting, Economics or related eld is required OR equivalent combination of training, education and relevant experience may be considered in lieu of a degree.
7 years of relevant experience required or equivalent combination of education and work experience

Experience conducting complex financial analysis, data anlysis, and/or financial modelling

 Experience creating and/or managing Key Performance Indicators with a focus on enhancing organizational performance
Microsoft Office (Word, Excel, PowerPoint), BPC, SAP  
Strong Written and Oral communication skills with ability to present complex information and respond to complex data requests with simplified and rational responses within a matrixed organization.
Effectiveness working diplomatically across teams with varying objectives. 
Demonstrated ability to perform the above-mentioned functions in the work environment described above in a timely and accurate fashion.


Masters Degree in Business Administration or related eld.

9 years of relevant work experience

Knowledge of Generally Accepted Accounting Principles.

Demonstrated experienced creating and/or leading process improvement efforts

Experience using SAP and SAP Business Planning & Consolidation (BPC) software or similar ERP/Financial applications


Must have excellent oral and written communication skills.
