The Manager Business Services is responsible for the planning, development, implementation, monitoring, and oversight of multiple personnel, operational and administrative activities within the Engineering department. This senior role will be the primary point of contact for the Mid-Atlantic Division in project planning, coordination, and execution with responsibility for ensuring that Divisional resources, employed in the execution or support of Capital work, are efficiently and effectively deployed

Lead the effort to develop a schedule of Mid-Atlantic Division project support requirements to include all requests for support of Amtrak Capital projects, 3rd party project support work, Major Project work, etc. while also accounting for Division maintenance and SOGR commitments.

Provide operational expertise to project planning processes to ensure that appropriate resource levels are committed to ensuring that proper RWP, AMT-2, etc. processes are employed while minimizing the impact on Division resources.

Coordinate with Mid-Atlantic Division ADEs to ensure that SOGR priorities are properly accounted for and budgeted for in the annual capital program; facilitate the development of annual scope, program schedules, and estimates as necessary.

Monitor Division SOGR program budgets for Track, Communications & Signals, Electric Traction, Structures, and Facilities to provide periodic status reports actual and projected spend vs. percent of work complete.

Develop and prepare financial and production reports to assist Division leadership in monitoring workforce related costs (i.e., overtime, TPNW, etc) driven by project work and performance analysis necessary to recommend opportunities for improvement


7 years of relevant experience

Bachelor's Degree required or equivalent combination of training, education, and relevant experience may be considered in lieu of a degree.

Project management skills - Proven ability to support projects and establish required tasks and deliverables to move projects forward.

Strong written and oral communication skills.
Ability to work in a fast-paced, deadline-driven environment.
Collaborative mindset.
Strong computer skills including advanced Excel, Word and Powerpoint

Demonstrated process improvement experience with Lean/Six Sigma certification a plus.
Proven experience executing project or program management processes and project information systems (including WebWee, MS Project, Primavera P6, etc.)
Problem-solving skills; superior ability to structure and scope complex problems, apply a range of analytical tools, gain and synthesize insights and develop solutions.
Advanced ability to closely partner with senior leaders and other stakeholders on projects.

Must have excellent oral and written communication skills.
