Purpose of Position

To provide legislative planning management and oversight of the legislative bill tracking and analysis systems in the Office of Governmental Relations. This position will develop and oversee legislative related project plans, identify resources, and manage projects within a collaborative environment.

 

 

Essential Functions

  • Develop and implement legislative project work plans through collaboration with Governmental Relations staff to meet department goals and objectives.
  • Maintain, oversee, and provide training on system-wide legislative bill tracking and bill analysis systems and ensure operation and enhancement of such systems.
  • Track and report on legislative bills of interest to the U.T. System.
  • Oversee the processes to monitor and report on legislative committee hearings and state agency meetings.
  • Serve as a department liaison for the members of the Governmental Relations Advisory Committee and other U.T. System Administration and institutional staff.
  • Coordinate and complete special projects as assigned by the Vice Chancellor and Associate/Assistant Vice Chancellors for Governmental Relations.
  • Perform and respond to research related to legislative information requests.
  • Assist in the procurement and contract process of private party legislative tracking services.
  • Create and maintain lists and databases of legislative members, state officials, and higher education officials and create reports.
  • Create presentations, informational pamphlets, tables/charts, and other information for the Vice Chancellor for Governmental Relations.
  • Draft legislative related documentation, such as issue briefs, white papers, correspondence, etc.
  • Other duties as assigned.

 

 

Knowledge, Skills and Abilities

  • Excellent customer service, writing and communications skills.
  • Ability to work in a fast-paced environment.
  • Ability to work quickly and accurately on detailed, complex matters.
  • Solid skills in Microsoft suite of products.
  • Solid skills in Adobe suite of products.

 

Required Qualifications

Bachelor's degree with a minimum of three years’ experience in performing legislative related research.

 

 

Preferred Qualifications

Demonstrated experience tracking legislation and higher-level knowledge of the Texas legislative process. Experience using the Telicon and Atlas bill tracking systems.

 

 

Working Conditions

  • Driving of UT owned vehicle required.
  • May work around standard office conditions.
  • Uses standard office equipment.
  • Requires occasional evening or weekend hours.

 

 

Additional Information

The retirement plan for this position is Teacher Retirement System of Texas (TRS), subject to the position being at least 20 hours per week and at least 135 days in length.
