This position is responsible for day-to-day administration and coordination of initiatives and policies that ensure compliance with federal and other applicable regulations and agreements governing Small Business and Disadvantaged Business Enterprise (SB/DBE) utilization in the procurement of goods and services for Amtrak.

This role oversees affirmative action contract compliance work that entails reviewing bids, RFPs, contracts, and compliance plans for diverse participation on corporate contracts. This position is expected to demonstrate continued development in supplier diversity so that assignments may increase in scope and complexity until full performance levels are achieved. The job is responsible for monitoring contracts for compliance with federal, state, and corporate affirmative action guidelines and regulations. Contact with representatives of various firms, corporate departments and agencies is a significant aspect of the work. Assist with preparing communication information and provide written reports on program performance. Work is performed under the supervision of a technical superior.

Reviews bids and compliance plans for conformity to legal guidelines; attends bid openings; calculates minority/disadvantaged, disabled and female participation; reviews corporate plans for conformance with pertinent rules, regulations and guidelines; makes any necessary changes or corrections; recommends approval of bids and/or plans submitted by contract administrators (buyers).
Participates in and/or conducts meetings with prospective firms, certified firms, corporate representatives, and associates concerning diversity, inclusion, and compliance; participates in counseling on procurement processes and procedures.
Reviews and approves procurement vendor lists and identify SB/DBE for all purchasing requirements over $100K.
Establishes and communicates SB/DBE sub-contract goals, and when applicable Affirmative Action Plan goals. Negotiates and monitors prime contract submissions against established requirements of solicitations.
Attends or presents supplier diversity requirements at pre-bid conferences as deemed necessary for certain solicitations
Produces various diversity metrics of department payments to SB/DBEs and other diverse businesses. Responds to internal project-based requests.
Reviews commodity classification codes by type as determined by research and approves submitted electronic Vendor Maintenance Forms.
Acts as an advocate on behalf of SB/DBEs and other diverse businesses. Provides vendor referrals to Procurement, provides general Amtrak procurement procedural guidance to vendors, provides input to improvement opportunities intended to rectify procedural impediments that may be in place as barriers to fair and open purchasing, and addresses vendor-related concerns.
Maintains a directory of agency or national organization certified SB/DBEs and other diverse businesses.
Assists with coordinating outreach efforts that will educate vendors on Amtrak procurement opportunities and increase SB/DBE participation.
Represent Amtrak at supplier-related trade fairs and similar outside organization outreach programs intended to bring together corporations with SB/DBEs and other diverse businesses.

BS in Business Administration or related fields plus 6 years of relevant experience. Or, a minimum of 10+ years of relevant experience in lieu of a bachelors degree.
Strong expertise in US Federal Government requirements and ensuring compliance with governmental guidelines pertaining to affirmative actions and/or dissemination, including equal opportunity laws as they apply to the selection of minority, small, and disadvantaged vendors.
Highly skilled in use of databases utilized to source firms to participate in the procurement process.
Strong expertise in business acumen, written & verbal communication, financial and analytical acumen, presentation skills, and implementation and execution.
Established experience in communicating data clearly, concisely, and accurately, complimented with strong customer service and professional communication skills.
Expert skills using PC-based spreadsheets (e.g. Microsoft Excel, etc.); Microsoft Word and PowerPoint.
Ability to interact effectively and build relationships with people across department lines and at all levels of the organization.
Knowledgeable of definitions and standards/procedures of various classes of diverse firms and Federal requirements relative to provision of contract opportunities to SB/DBEs or other diverse firms.
Ability to become knowledgeable of organizations administrative tasks to assist as needed.
Ability to adhere to policies, procedures and work instructions that support the Supplier Diversity Program and the corporate culture of diversity and inclusion.
Ability to conduct meetings with a variety of city, state, and, federal officials, departments, agencies, vendors, and community organizations.

BS in Business Administration or related field plus 8+ years of relevant experience. Demonstrated strong interest in support of diversity initiatives, develops methodologies and procedures used to ensure project compliance with corporate goals and objectives.
Strategic sourcing or Procure-to-Pay experience.
MCA Certification as a Master Compliance Administrator.
Knowledge of the practices, methods, and procedures in public procurement processing as well as the laws, rules, and regulations governing the purchase of commodities, including the construction industry and public works bidding processes.
Familiarity with ERP systems (e.g. Ariba, SAP).
Robust knowledge and/or experience in the implementation or some usage of 49 CFR Part 26 and CFR 200.321.
Robust knowledge and/or experience in the implementation or some usage of 13 CFR Part 121.
Robust comprehension of Labor Surplus Areas

Must have excellent oral and written communication skills.
