SUMMARY OF DUTIES:

The Lead Scheduler is responsible for developing, using and improving existing enterprise tools, systems and work processes to assist Project Management Practitioners in effective management control and reporting on schedule and progress measurement for a moderate complexity project. Individuals in this role may develop project dashboards, schedules, cost performance reports and risk registers in close collaboration with assigned Project Manager and other team members. Lead Schedulers work under moderate supervision of a senior level Controls Practitioner or PMO Director, and may matrix into a project or program team.

Key Responsibilities:


Develop and maintain detailed Engineering and Construction CPM schedules using Primavera P6 software, incorporating standard principles of Project Management, in support of the Capital Program
Develop and maintain detailed reports identifying cash flow projections, resource forecasts/requirements, cost/schedule performance measurements, and time impact analyses, in support of the Engineering Department's requirements to State, Public, and Federal entities
Review current scheduling and forecast reporting metrics, and recommend improvements. Review and improve dashboards and presentations about project performance indicators, and feed this data to ensure a cohesive picture of projects contribution to the program and/or portfolio
Perform CPM analysis for baseline versus current schedule submissions from 3rd party vendors
Perform Integrated Master Scheduling (IMS) as needed for Program efforts
Collect project performance data such as installed quantities, expended labor and other progress measurement data
Track potential changes, ensuring estimates of cost and schedule changes are given visibility with the client and project management
Integrate cost and schedule data as well as information for vendors and external entities to facilitate schedule and budget performance reporting
Assist the Project Manager with maintenance and baseline reviews of project schedules in accordance with approved project parameters
Assist the Project or Program Manager in evaluation and assessment of identified project risks to enable project team with the applicable data for development of risk mitigation plans and contingencies
Supports the intake process of projects through the governance process by developing and maintaining automated project evaluation tools and workflows
Partners closely with business partners to assess new and ongoing projects to determine readiness for governance stage gates
Monitors actuals and works with other peers to review forecasting against budgets
Review current resource demand planning, change management, and project pipeline planning decisions, and make recommendations for improvements
Supports the governance and project status review meetings
Manages Controls data via EPPM, SharePoint or any other approved EPMO systems and tools
Adheres to Amtrak Enterprise Project Management methodology and Engineering PMO procedures
Mentor junior staff as requested

Required Skills & Work Experience


Demonstrated project controls, schedule skills (schedule management, schedule reporting) & financial skills (budget management, financial reporting)
Experienced SharePoint, MSPS, Power BI/Access and Primavera user
Work experience with Project Controls software and tools used by the Amtrak Engineering PMO such as Primavera P6, Hard Dollar, WebWEE, Deltek Acumen, and XER Toolkit.
Strong focus on collaboration, team building, and customer service
Effectiveness working diplomatically across teams with varying objectives.
Strong oral and written communication skills across all levels
Ability to organize and present project portfolio reports, proposals, and other related portfolio information
Experience with Project Controls management relating to cost, scheduling and estimating at a project level.
Minimum 8 years of relevant work experience with a Bachelors degree in Engineering or Construction Management or any equivalent combination of education and work experience
Five years of experience developing schedules for Construction and Railroad projects; Experience advising on scheduling standards and work processes
PMP in good standing
Must have work authorization in the United States.

Preferred skills & work experience


Knowledge of contracts and contract administration including its assessment and implementation at each phase of the project.
Six Sigma Green Belt
PMP-SP or RMP
AACE-CST/PSP certification
Transportation industry experience
