Responsible for supporting labor agreement administration in a team environment, including serving as Amtraks spokesperson in meetings with Labor Representatives to review and respond to cases involving discipline, claim and grievances appeals for single and/or multiple labor agreements. Strong analytical skills will be utilized to support primary administrator of assigned CBAs.

Investigates and researches areas of concern arising in the business of labor relations and responsible for preparing the timely decisions on claim, grievance and discipline appeals. Acts as Amtraks spokesperson in meetings with Labor Representatives to settle claims and grievances on behalf of the Manager, Labor Relations.

Supports and responds to inquiries from managers about interpretations of labor agreements; conducts problem solving in the labor relations area amongst managers and/or union representatives to improve relations; and participates in special projects in furtherance of contract handling, training and cross functional/Department initiatives at Corporate and divisional levels.

Assists Field Manager Labor Relations in preparing for, and where warranted, participates in negotiation and writing of local agreements. May assist or be assigned to special projects, including arbitration, from Corporate Labor Relations. Delivers labor agreement and discipline process training to line supervisors and managers.

College degree in Business Administration, Industrial or Labor Relations or equivalent combination of education, training, and/or experience.
3 years of relevant experience in labor relations field, such as contract administration, grievance handling, problem resolution and/or counsel and advice to line managers.

Interpersonal communications skills across departments.

Ability to manage difficult or emotional customers.

Proficiency with databases and search engines, Microsoft Office, including Outlook, Word, Excel, PowerPoint.

Comprehension of general labor agreements, principles of contract construction and relevant legal guidelines.

Ability to analyze and evaluate relevant legal guidelines and correctly apply these principles to relevant facts of cases.

Ability to produce high volume and quality work within contractual deadlines.
Must be a self-starter, self-motivated.
Must have demonstrated experience in managing a highly contested discipline defense.

Must have experience in exercising discretionary judgment.

Advanced degree (i.e., Masters Degree in Business, Industrial Relations, Legal, HR, Communications, or JD).

5+ years of relevant experience in labor relations field, such as contract administration, grievance handling, problem resolution and/or counsel and advice to line managers.
Experience in the railroad or transportation industry labor negotiations.

Knowledge of railroad and labor and employment laws, such as: RLA, FRA, EEOC, FMLA, ADA, OSHA.
Knowledge of Amtrak Labor agreements.

Must have excellent written and oral communication skills.
