SUMMARY OF DUTIES:
This senior-level position is accountable for cost-effective procurement for assignments that are usually of high complexity. Responsible for transactional procurement activities including supplier onboarding, and processing, executing, managing and expediting Purchase Orders in the ERP system. Additionally, this role supports commodity strategies including supplier performance monitoring, and performing competitive bidding and negotiation, cost/price analysis, and awarding of Purchase orders. This position applies Subject Matter Expert (SME) level knowledge of the ERP system, the Procure-to-Pay process, and business acumen to collaborate with and support stakeholders. This position may be assigned to lead the monitoring and improvement of departmental metrics and cross-functional process improvement initiatives or develop/provide training to other Procurement personnel or stakeholders. This position applies expert knowledge in Federal Procurement Regulations to negotiate contract terms and conditions associated with assigned Purchase Orders or contracts; identifies and analyzes risks and presents alternatives to Procurement management or the Law Department.

ESSENTIAL FUNCTIONS:

• Provides purchasing services for Amtrak business units, including solicitation, negotiation of Purchase Order pricing, contractual terms and conditions of purchase, performing cost or price analyses, and administration of Purchase Orders upon execution.
• Serves as a vital interface to business units and management as a recognized Subject Matter Expert (SME) for the procurement function, and responsible for leading and managing procurement projects assigned. Leads the maintenance and improvement of the service level metrics related to Purchase Order transactions and management including creating and running reports, while owning the processing of Purchase Orders of assigned commodities that could be of high volume. Assists business units in finalizing Statements of Work as necessary.
• Maintains and manages suppliers with focus on total cost improvements while maintaining the highest code of ethics and conduct.
• Utilizes SME-level knowledge in the ERP system to problem-solve for stakeholders or suppliers. Leads or coordinates with IT, Accounts Payable, Procurement Management, and/or other Procurement/Supply Chain functions to find the best practices on utilizing the ERP system for specific commodity needs as well as overall use. Strategically identifies root causes and opportunities to enhance the system or improve business processes to result in long-term impact to the company.
• Negotiates complex procurement contracts involving variable costs and non-standard terms and conditions. Possesses expertise in high risk terms and conditions such as indemnification, limitation of liability, and warranty. Prepares and administers Purchase Orders and contracts that are financially and legally sound to ensure enforcement of contractual requirements and Amtraks policies and procedures in concert with Federal Procurement Regulations and/or the Uniform Commercial Code whichever is applicable.
• Partners with other Procurement and Logistics functions including Planning, Procurement, Business Improvement, and Material Control. Actively looks for opportunities to collaborate on process improvement and provide analytical support as needed.
• As required, creates and administers training to stakeholders, suppliers, or other Procurement personnel. Assists Procurement management in developing reports and metrics related to Procurement performance.
• Partners with other Amtrak functions including Law, Accounts Payable, IT, and stakeholders.

MINIMUM QUALIFICATIONS:

• BS in Business Administration or related field plus 6 years of relevant experience. Or, a minimum of 10 years of relevant experience in lieu of a bachelors degree.
• Must possess SME-level knowledge of procure-to-pay processes, types of procurement contracts, commodity pricing, quality standards, sources of supply (including diversity suppliers), statement of work, negotiation techniques, value analysis and other cost savings methods.
• SME-level experience in purchasing or materials planning or related fields. [add knowledge of MRP if the position will procure inventory items]
• Proven track record of SME-level in ERP systems and leadership in improving business processes and delivering measurable results. Experience in developing metrics and reporting associated with procurement performance.
• Effectively works under a matrix management structure.
• Ability to analyze and execute strategic options and their direct potentials and indirect impact on the organization. Ability to effectively use common tools such as Microsoft Excel to perform such analyses including the use of intermediate to advanced functions.
• Must be able to work and communicate effectively in writing and verbally with all levels of the company and suppliers. Able to develop and deliver presentations using common tools such as Microsoft PowerPoint.
• Strong expertise in business acumen, financial and analytical acumen, written and verbal communication, presentation skills, and implementation and execution.
• Subject Matter Expert in ERP system and Procure-to-Pay processes
• Written and verbal communication skills sufficient to prepare, negotiate and review contracts, bids, proposals and vendor agreements for legal terms/conditions and acceptability of items to specifications. Able to identify risks in contractual terms, perform risk analysis, evaluate all levers that can be utilized in negotiation, and present recommendations with pros and cons for the consideration of management and the Law Department.
• Self-starter with good analytical skills and common sense to problem solving.
• Demonstrate ability to learn new tasks, both complex and simple, in order to maintain effectiveness in position.
• Must be detailed oriented and disciplined to ensure project completion and effective follow-through.
• Ability to work in a fast-paced environment with frequently changing priorities and high volume of Purchase Orders.
• Ability to lead cross-functional tasks or project, develop and/or provide training, and mentor junior-level Buyers.

PREFERRED QUALIFICATIONS:

• BS in Business Administration or related field plus 8 years of relevant experience
• Certified Purchasing Manager (CPM)
• High level of experience in [insert specific commodities], market expertise and extensive supplier management skills.
• Extensive project management and process improvement leadership experience.
• Experience in SAP/Ariba
• Experience in Federal Procurement Regulations, such as FAR or 2CFR200.

COMMUNICATIONS AND INTERPERSONAL SKILLS:

• Must have excellent oral and written communication skills.
