SUMAMMRY OF DUTIES: 
Reporting to the Senior Director, Grants Management, this position provides grants management support to project managers across the organization to ensure projects are being delivered in accordance with federal regulations and grants requirements.  This positions also supports the Office of Grants Management to coordinate the planning and implementation of a comprehensive transportation grants program commensurate with the priorities, goals, and strategies of the company. This position is responsible for maintaining consistent processes for pre and post award activities for a portfolio of grants and  to help Amtrak meet reporting and compliance requirements of its grant agreements and promote best practices for the administration and use of grant funds.  

 

ESSENTIAL FUNCTIONS: 

  • Support the pre-award application and post-award processes of federal grants.
  • Prepare and track required payment requests using SAP, MS Excel and other tools as required
  • Preparing and coordinate with Amtrak departments the project selection process and grant application packages submissions.
  • Support project managers to ensure projects funded by single use grants are being completed in accordance with the provisions of the grants.
  • Maintain detailed files and electronic records of grant documents according to generally accepted best practices for grants management.
  • Document compliance and administrative requirements of grant awards.
  • Create and maintain schedules of deadlines and work with program staff to ensure and maintain compliance.
  • Work with various departments to ensure grants are set up correctly in the financial systems
  • In support of grant requirements, monitoring and oversight, plan and implement outreach and meetings with program staff and grantors, and prepare and maintain related documentation.
  • Analyze grant expenditures and activities to ensure they are allowable according to agreements, solve any deficiencies and propose corrective actions to avoid unallowable activities to be posted against the grants.
  • Assist with gathering and submitting data for A-133 and other audits.
  • Train and provide technical guidance to Amtrak personnel on the grant applications and administration processes.
  • Subject to travel, sometimes at short notice, throughout Northeast Corridor region and occasionally outside of it.
  • Other tasks, as assigned, to support the Office of Grant Management

 

MINIMUM QUALIFICATIONS: 

  • Prior experience with direct responsibility for pre-award application and post-award administrative processes for federal grants, including audits and grants compliance
  • Bachelors Degree in Accounting, Business Administration, or related field, or equivalent combination of education, training, and work experience and 6 years of relevant work experience
  • Demonstrated skills and experience in reporting
  • Demonstrated attention to detail in work products and document management
  • Proficiency in using general office software applications including Microsoft Word and PowerPoint.
  • Demonstrated knowledge of federal grant regulations and requirements;
  • Demonstrated PC software skills (Outlook, Excel, Word, PowerPoint, etc.);
  • Excellent written and verbal communications skills; 
  • Ability to work in a fast paced environment and multi-task
  • Ability to manage time and complete tasks with minimum supervision

 

PREFERRED QUALIFICATIONS: 

  • Experience working with SAP Software or other ERP system
  • Working knowledge of 2 CFR 200 grant requirements
  • Previous experience working with transportation grant programs
  • Knowledge of transportation infrastructure, national transportation funding priorities and resources for transportation funding
  • Understanding of transportation planning and capital program development
  • Project management and program evaluation experience

 

COMMUNICATION AND INTERPERSONAL SKILLS:
Must have excellent oral and written communication skills.
