SUMMARY OF DUTIES 
The Director, Grants Management supports the  development of the funding strategy for the best use of federal funds, managing the funding process of eligible activities based on availability of funds, in a manner that complies with all applicable statutory, regulatory and contractual terms and conditions.  The director also coordinates and supports a corporate-wide effort to apply for competitive grant funds for improvements to Amtrak infrastructure and passenger rail operations and for managing a portfolio of billions of dollars in grants from Federal, state  and other sources.  
The Director works with program stakeholders, including federal agencies, company executives and program staff and provides guidance to ensure compliance with federal and grant requirements during the planning efforts and through project completion. He or she serves Amtraks grantors and senior leadership as a subject matter expert and primary point of contact for financial and programmatic questions regarding grants during the planning and application process and throughout the performance period. 
The Director will ensure timely fulfillment of all financial and grant compliance requirements and deadlines as outlined in funding agreements and according to Federal grant regulations.  
The Director will represent the Office of Grants Management in the absence of the Senior Director and will be a key participant in internal and external planning groups and committees.

 

ESSENTIAL FUNCTIONS 
    Establishes standards to monitor, measure, and report progress within the grant portfolio and  assist in the development of remedial action plans
    Supports the development of the strategy to align funding sources to needs ensuring adherence to terms and conditions of each grantor and/or stakeholder
    Identifies and cultivates stakeholder, local, state, and federal relationships for establishing and maintaining communications and a partnership approach with all funding sources.
    Administers the development and coordination of organizational change efforts resulting from grant and program activities
    Directs the development and review of new grant funding opportunities to maximize funding available for Amtrak capital program.  Including developing budgets, writing or amending program descriptions, reviewing benefit cost analyses, and compiling required data 
    Develops and delivers presentations and materials for briefing executive management and stakeholder related to grants, cooperative agreements and contracts. Leads grantors stakeholder, and departmental meetings as required.


MINIMUM QUALIFICATIONS 
    Bachelors Degree in Finance, Business Administration, Accounting, or Economics

    11 years of experience reflecting progressive responsibility with a minimum of 4 years in the area of grant and/or contract administration.
    Demonstrated knowledge of federal grant processes and experience monitoring grant/contract compliance.
    Experience demonstrating skill in effectively communicating financial and compliance concepts to financial and non-financial customers.
    Demonstrated experience with participation in company-wide programs/initiatives.
    Excellent interpersonal, organizational, and teambuilding skills.  Ability to work with both internal and external stakeholders at all levels of the organization
    Demonstrated skills using Microsoft desktop applications including:  Excel, Word, PowerPoint.
    Advanced skills using PC-based software (Microsoft Excel, Access, Word, PowerPoint).
    Excellent analytical skills as well as written and verbal communication skills
    Ability to work in a fast paced environment and manage multiple tasks. 
    Ability to function independently and with minimum supervision and deliver sound and timely analysis
    Strong oral and written communication skills.


PREFERRED QUALIFICATIONS 
    Masters Degree in Finance or a related field

    Understanding of passenger rail or transit operations supported by federal grants, preferably the capital and operating needs of Amtrak or a large transit       entity.
    Transportation industry experience
    Exposure to SAP or other ERP systems    
    Exposure to funds management systems
