Has the overall responsibility and oversight for directing the Engineering Department resources in all construction, inspection, and maintenance activities within Amtrak-owned and/or maintained right-of-way including Track, Bridges, Buildings, Signals and Communications, Electric Traction and equipment to provide best in class safe and reliable operation. Works closely with Workforce Management to ensure that resources are being correctly used for all maintenance activities.

Responsibility to promote and execute on processes and systems that deliver continuous improvement for Safety, Productivity, Financials and Customer Service


The Deputy Chief Engineer-Maintenance is responsible for all engineering maintenance including planning, estimating, scheduling, production and maintenance of all infrastructures on Amtraks owned property nationally which includes Track, C&S Electric Traction, Bridges and Facilities. Oversees all tests inspection and maintenance of the infrastructure functions including audits and inspections to ensure compliance with Amtrak, Federal, State and local requirements. Responsible for all aspects of finance, budget, safety, project management and procurement/materials management relative to the design, construction and maintenance of all infrastructure facilities. Coordinates the system office for assistance in failure reductions and reviews failure data to resolve commonality. Overall responsibility for ensuring tests and inspections are documented properly and available for review by the FRA. Oversees maintenance, production and construction projects and ensures compliance with Amtrak standards.

  • Responsible for all aspects of repair, procurement, specifications and day-to-day services for work equipment under maintenance.
  • Work directly with Division Engineers to drive programs and processes and achieve the expected goals in the areas of safety, overtime, defect reduction, absenteeism, utilization of manpower, and equipment to realize marked safety improvement and production optimization by reducing FRA reportable injuries. Also leads the Engineering organization on researching, implementing and executing best practices to improve Safety, Productivity, Financials, and Customer Service. Metrics to measure as follows:
  • Work in parallel with other line/field management to develop and promote field programs for optimum production in a safe work environment.
  • Coordinate all production gangs, division maintenance forces, and Track, Communications & Signals, Electric Traction, Structures and Production disciplines to determine performance levels, cost competitiveness in the marketplace, and efficiency in utilizing annual maintenance, capital and reimbursable budgets.
  • Works closely with PMO and discipline DCEs to ensure productive and flexible use of labor to ensure positive outcomes for capital and SOGR projects.
  • Oversee the planning, integration, scheduling and management of Amtrak resources required to accomplish short and long-range programs and projects from conceptual design to project implementation and closeout within scope, schedule and budget. Guide the development, implementation and evaluation of programs, systems, policies and procedures.
  • Develop and foster interpersonal relationships and provide guidance, direction and support to subordinates and cross-functional teams to ensure the effective utilization of Amtrak resources such that all financial and schedule aspects of projects and programs are properly managed and controlled. Build and maintain both internal and external partnerships to accomplish Engineering objectives and goals.
  • Provide leadership that will result in sustained safety excellence, high levels of internal and external customer satisfaction and professional development of all Engineering department employees. Ensures sustainability by guiding succession planning for key positions in chain of command. Role models Amtrak values and promotes diversity in all aspects. Direct, develop and implement Business Operations strategies for the Engineering Department at the field level. Responsible for all facets of the operations including leadership, direction and coordination of the Engineering Departments major goals and objectives, including safety, security, financial controls and customer satisfaction. Part of a team that lead efforts in developing the strategic business plan for the Engineering Department


Bachelor's degree in engineering, business, or related field, or equivalent combination of education, training and relevant work experience may be considered in lieu of a degree.

13 years relevant experience required.

Extensive railroad work experience including demonstrated supervisory experience and extensive maintenance, production and construction experience.

Proven leadership in operations, cost reduction, process improvement, asset utilization, program and organizational management and a demonstrated understanding of railroad operations

Extensive experience in project and inventory management; technical design supervision, planning and scheduling; budget and finance; contracts management; field production methods; agency coordination; railroad maintenance; construction methods; operations and procedures

Extensive experience managing large diverse and geographically dispersed groups of individuals

Extensive experience showing strong interdepartmental leadership with the ability to identify problems and develop and implement solutions

Extensive skills in advanced leadership and management with the ability to motivate others; effective writing and presentation skills; conduct meetings and interviews; interpersonal communications; time management, conflict resolution and conducting formal investigations

Proven track record as a Safety Leader and advocate with success driving a safety culture supporting employee engagement and safe behaviors

Prior labor experience preferably with Railway Labor Act


Advanced degree in Business Administration or Engineering.

15+ years relevant work experience preferred.
