SUMMARY OF DUTIES:
The AVP DCMO Fleet Programs has enterprise-wide responsibility and oversight of all Fleet acquisition, modification, and capital maintenance program Initiative, activities, processes and results emanating from various functions designed to enhance equipment that will positively and continuously impact customer satisfaction.


Position directs and oversees the strategic direction, project management and contracts with vendors and internal production services. The position will drive mechanical fleet program efficiency and quality, maximize cost reductions, and achieve department-specific service, operational, and financial goals.

ESSENTIAL FUNCTIONS:
Oversees the development and implementation of fleet acquisition and life cycle maintenance plans and programs designed to improve reliability and customer experience.
Directs from conceptual design to project implementation and close-out, the planning, development, integration, estimating, and management of resources required to accomplish all aspects of short- and long-range mechanical servicing programs system-wide within scope, schedule, and budget.
Establishes and maintains internal and external relationships and partnerships required to accomplish business goals and objectives.
Guides technical design and operating sub-departments in the development, evaluation, and implementation of mechanical fleet programs, systems, policies, practices and procedures which ensure efficient use of resources and adherence to Amtrak business plans.
Coordinates the development of mechanical specifications, procedures and quality standards compliant with manufacturer manuals, service contracts, and regulatory requirements.
Executes against divisional operating and capital budgets and provides program status updates as appropriate.
Ensures compliance with business plans and certifications
Interfaces with local management to facilitate the utilization of Mechanical resources to execute program requirements
Develops strategic business plans by partnering with other departments as appropriate.
Oversees assigned business processes within the Mechanical Department and ensures development of the applicable plans, establishment of KPIs while ensuring adequate resources are assigned.
Leads and develops talent through effective performance management, talent evaluation, and by filling open positions with the appropriate mix of internal promotions and external recruitment to satisfy near-term performance, longer-term succession needs; ensures the organization has the necessary outstanding talent to deliver on Amtrak strategic goals; builds team reflecting Amtraks diversity initiatives and invests in the growth and development of direct reports and other talent in their organization; actively involved in cross-functional moves and talent planning.

MINIMUM QUALIFICATIONS:
Bachelors Degree in Engineering or related field or the equivalent combination of education, skills, and training/experience.
15 years experience that includes including multiple years in a senior-level leadership capacity.
Relevant, demonstrated progressive management experience in the railway transportation industry.
Demonstrated structured approach to Strategic Initiatives and Project Management
Demonstrated experience with budget and financial controls, industrial relations, service contract negotiations, process reengineering, six sigma, lean and continuous improvement methodology, safety management, and operational line experience in railway mechanical terminal operations or a rolling stock maintenance environment.
Strong leadership, decision-making, and team-building skills.
Strong organizational and problem-solving skills.
Excellent oral and written communication skills in combination to administer effective presentations.
Ability to recognize opportunities for change and effectively facilitate change including development of innovative approaches designed to address chronic issues and concerns while garnering support and acceptance of the change effort.
Demonstrated knowledge of hospitality or travel industry operations
Proficient in applicable railway industry and state and/or federal regulatory requirements, including but not limited to AAR, FRA, EPA, OSHA.
Demonstrated knowledge of railway engineering regulatory requirements (i.e. AAR, AREMA, FTA, FDA, and FRA).
PC skills including word processing, spreadsheets and presentation software.

PREFERRED QUALIFICATIONS:
Masters Degree in Engineering or a related field
Continuous Improvement Certification (ex., Six Sigma)
Professional Engineers License
Project Management Certification

WORK ENVIRONMENT:
Constantly works long hours as required; works extended hours and is required to be on-call and available on an emergency basis.
Constantly works in a fast-paced, time-sensitive environment with frequently changing priorities.
Frequently works in crisis situations requiring fast, long-reaching decisions based on incomplete information/data.
Frequently works inside a climate-controlled environment but will occasionally work outdoors and be subject to adverse weather conditions and fumes or airborne particles.
Frequently handles multiple projects simultaneously.
Frequently subject to travel throughout the country as required (e.g., via airplane, train, automobile).

If an applicant/employee refuses to provide written consent for Amtrak to obtain these records, the individual will not be permitted to perform safety-sensitive functions.
