SUMMARY OF DUTIES:
This position has the responsibility assisting leading the Maintenance of Way group by overseeing the operation, construction, and maintenance of the track infrastructure ensuring compliance with all FRA and Amtrak standards for the Independent Track North.
Provides technical, logistical and administrative support to the Manager Engineering Production for the safe and efficient management of the New York Independent Track North

ESSENTIAL FUNCTIONS:
Enforcing ARASA and BMWE union agreements including discipline where appropriate and grievance handling
Responsible for the compliance of all FRA track required testing and maintenance.
Schedules departmental employees safety, technical training, and required physical examinations
Distributes all Track Maintenance letters to pertinent Maintenance of Way employees and is responsible for field compliance.
Assists Maintenance of Way field employees in handling problems encountered during maintenance and construction projects.
Conduct quality inspection upon project completion
Assistings in managing and coordinating the current maintenance of way workforce for the New York Independent Track North.
Responsible for coordinating and participating in all field inspections.
Ensures adequate track materials are available and ensures cost effective materials management of same

MINIMUM QUALIFICATIONS:
Bachelor's degree or equivalent combination of education, training and/or relevant experience required.

6 years relevant work experience required.

Supervisory experience with experience in all phases of track maintenance, and construction.
Knowledge of railroad operations and Amtrak divisional operating process and procedures related to CETC and track usage.
Demonstrated skills using PC-based spreadsheet (Microsoft Excel, Access); Microsoft Word, PowerPoint, and Outlook.
Qualified or have the ability to be qualified in MW1000, NORAC, RWP, AMT 2, applicable FRA rules & regulations

Must be computer literate and have excellent communication skills to deal with all levels of employees

PREFERRED QUALIFICATIONS:

8+ years relevant work experience preferred.

Bachelor's degree in Engineering or related field preferred.

Experience with track maintenance and construction to ensure compliance with Federal and Amtraks standards governing railroad track systems. Demonstrated experience with track systems in both maintenance and construction.
Effective writing, effective presentations, conducting meetings, conducting interviews, supervisory skills, advanced management and leadership, interpersonal communications, handling employee injuries, conducting investigations, PPE.

COMMUNICATIONS AND INTERPERSONAL SKILLS:
Must have excellent oral and written communication skills.
