SUMMARY OF DUTIES:

This position has responsibility for overseeing and leading the Track inspection, maintenance, and construction activities for the Philadelphia and Lancaster sub-Divisions. The ADE Track also provides technical, logistical, and administrative support to the Deputy Division Engineer for the efficient and cost-effective management of track maintenance and construction projects

ESSENTIAL FUNCTIONS:

Ensures all aspects of the track infrastructure meets or exceeds current Amtrak and FRA standards and that all inspections are properly conducted, documented, and retained.

Must be intricately involved in the development, planning, and scheduling of work activities, funding, spend plans, and project schedules.

Ensure all track projects are initiated using the Departments guidelines and maintenance and construction programs support existing schedule

Maintain all infrastructure in a manner that ensures a safe and dependable environment for train operations.

Implement safety action plans for prevention of personal injuries and rules violations and the elimination of hazardous conditions on the right of way.

Lead maintenance planning efforts to ensure that key priorities are properly funded, planned, and executed

MINIMUM QUALIFICATIONS:

7+ years of relevant experience required.

Track department Supervisory experience with experience in all phases of inspection, maintenance, and construction.

Knowledge of railroad operations and divisional operating processes and procedures related to CETC and track usage

Demonstrated skills using PC-based spreadsheet (MS Excel, Access); Microsoft Word, PowerPoint, and Outlook

Qualified or have the ability to be qualified in MW-1000, NORAC, RWP, AMT-2, applicable FRA Rules & Regulations

Excellent written and verbal communication skills

Bachelors Degree required OR equivalent combination of training, education and relevant experience may be considered in lieu of a degree.

PREFERRED QUALIFICATIONS:

BS Degree in Engineering or related field or the equivalent combination of education, training, and/or experience

9+ years of relevant experience preferred

Sr. management, project management, inventory management, technical supervision, effective communication, administration

Planning/scheduling, budget/finance, field production methods, RR maintenance and construction methods, RR operations and procedures, spreadsheets

Effective writing, effective presentations, conducting meetings, conducting interviews, supervisory skills, advanced management and leadership, interpersonal communications, handling employee injuries, conducting investigations, PPE

COMMUNICATIONS AND INTERPERSONAL SKILLS:

Must have excellent oral and written communication skills.
