Providence is calling for a Chief Medical Officer in Burbank, California.
The Chief Medical Officer position presents a physician perspective at the senior management level, represents and communicates administrative positions to the professional staff, and provides support and continuity to the professional staff organization and functions.Oversees Outcomes and Quality Improvement Department, Medical Staff Office, and Medical Education Department.Provides leadership for clinical effectiveness improvement and patient safety in collaboration with the Senior Leadership team and Medical Directors.The position reports to the Hospital Chief Executive with a matrix reporting relationship to the California Region Chief Medical Officer.
The following are essential job accountabilities:
Gives direction to department heads, evaluates performance, and makes hiring/firing decisions and recommendations for personnel actions.
Participates in facility Senior Leadership and Operations Council meetings to provide physician presence and input into the discussions and deliberations.
Attends Executive Committee and the majority of Medical Staff Committee meetings to interact with the chairman and committee members, provide administrative input and support, and resolve Medical Staff/Administrative issues or facilitate a timely resolution as applicable.
Provides an environment of clinical outcome improvement and cost improvement that is data driven. Develops systems to review utilization of resources and objectively measure outcomes of care in the inpatient and outpatient settings. Monitors physician and group practice patterns, presents data analysis and interpretation to physicians and medical and hospital committees for review.
Works to integrate clinical providers across organizational boundaries by collaborating, communicating, and working with internal and external stakeholders to promote the achievement of the California Region mission, vision, strategies, and goals of Providence Health & Services.
Assures that quality management programs are carried out in all clinical areas through the development and implementation of clinical protocols and guidelines and review of the outcomes. Develops and monitors a performance database incorporating Clinical Benchmarking databases, Joint Commission, and other key quality indicators to provide facility leadership the tools necessary to meet regulatory requirements and guidelines.
In conjunction with operations managers, establishes and maintains an ongoing program to orient and evaluate Medical Directors and develop and prioritize goals/objectives and work plans, including the definition and measurement of outcomes, which are consistent with the overall organizational strategy and mission.
Facilitates, intervenes, and moderates all major physician-physician, physician-patient, and physician-staff concerns in collaboration with Risk Management, MEC, and other appropriate Medical Staff and Executive Team members.
Develops a clinical decision support system to access utilization, quality, and cost data. Provides strategic leadership by focusing teams and organization units on vision and distinctive strategies which result in excellent short-term and long-term performance in both social responsibility and financial outcomes.
Implements organizational structures which promote shared accountability, high achievement, and compliance with applicable laws and regulations.
Ensures Medical Staff development plans and programs are implemented and maintained as required by policy.
Communicates and collaboratively implements PH&S system and regional clinical and patient safety improvement objectives.
Supports professional staff organization and leaders by developing an expertise in organizational systems, functions, and management; and assuring adequate resources to the medical staff to efficiently carry out their functions; and providing educational opportunities for the medical staff to expand their understanding and abilities to serve as effective leaders. In addition, serves as a resource to officers and committee chairmen, and supports functions in the appointment, credentialing, privileging processes and decisions in assuring that they protect the patients, applicants, members, and the medical centers.
Supports and establishes a system that assures provision of necessary patient care services, timely, and at the appropriate level of care.
Enhances communication in both directions between medical staff and Administration by actively encouraging/identifying/removing barriers to such communication.
Ensures Quality Assurance/Improvement plans are in accordance with the California Region and PH&S system plans.
Assures a CME program, based in part on needs identified by outcomes studies, identified needs, or perceived needs of the medical staff. Assures compliance with CMA/CME requirements; supervises preparation for and implementation of the CMA educational survey.
In cooperation with Administration and members of the medical staff, works in the development of specified patient care programs that are needed in the community, assuring resources are available and the program has a chance for success.
Coordinates with the physicians providing services under contract with the medical center to provide quality, timely, cost‑effective, and competitive services.
Works with Administration in developing a budget supporting the functions of the medical staff and Chief Medical Officer function.
Remains abreast of changing health care systems and their impact on the medical center and professional staff.
