About Data Privacy Compliance
The Data Privacy Compliance is a true second line of defence which is independent and separate from the first line functions performed by the Businesses. Data Privacy is a Level 3 risk under Conduct Risk, which shapes the manner in which Barclays identifies and reports on Data Privacy risk.

Support Global Businesses to understand, embed and execute their conduct, regulatory and reputational risk responsibilities in relation to Data privacy and other regional compliance advisory areas such as outsourcing and technology
Support Barclays Businesses to understand and embed data privacy and other regional compliance advisory areas (such as outsourcing and technology) related controls
Protect and support the right outcomes for customers and clients
Identify and support the implementation of regulatory and legal related requirements (pertaining to data privacy, outsourcing and technology) relevant to Barclays Businesses

Working with partners across Compliance and other control functions, we deliver our programme via integrated, function-aligned advisory teams, which together support Barclays' strategy.
Overall purpose of role
Reporting into the Director - Barclays International Asia Pacific Advisory Compliance Lead, based in Singapore, the successful candidate will primarily provide coverage for Data Privacy Compliance and also provide compliance support on other regional compliance advisory areas such as outsourcing and technology to the Businesses in the APAC region. The candidate is expected to be well versed in Barclays' Businesses, cross-Jurisdictional regulation and Compliance obligations to the various Financial Services regulators in their countries of operation. The candidate will be the registered data privacy officer when required by legislation in the APAC region. Key Accountabilities and Skills required: Routine
Guide and advise the Businesses in line with relevant Barclays-wide policies and standards (related to Data Privacy and other regional compliance advisory areas), in accordance with the strategy and governance framework.
Work closely with the other members of the Global Compliance team in order to develop a centralised, best-in-class second line function
As necessary, collaborate with the Businesses in developing Business standards and procedures.
Ensure that Data Privacy & other regional compliance advisory (i.e. outsourcing and technology) related requirements are communicated across the region and/or Businesses as appropriate
Ensure that the Businesses are advised of changes to Data Privacy and other regional compliance advisory related (i.e. outsourcing and technology) law/regulations and work with the Businesses to implement any operational changes
Ensure that the Data Privacy Compliance and other regional compliance advisory related activities performed in APAC are consistent with a second line of defence role and responsibility and in accordance with Compliance goals
Ensure that Data Privacy & other regional compliance advisory related incidents, breaches, and risk events are properly reported and recorded, including escalation to senior management. Provide input into or measure, as appropriate, conformance, assurance, and reviews from the perspective of Data Privacy & other regional compliance advisory areas within the Businesses, such as verification checks or monitoring reviews.
Perform all duties (including mandatory training) in accordance with the goals of Compliance, the Values, and the Risk and Control Framework set by Barclays at the relevant time
Manage and co-ordinate Data Privacy & other regional compliance advisory related issues.
Priorities: Data Privacy Compliance
Advise on compliance with personal data transfer requirements, and provide input into the governance of personal data transfers generally
Ensure that the data privacy activities performed in APAC are consistent with a second line of defence role and responsibility and in accordance with Compliance goals
Fulfil governance and reporting requirements for the Businesses in relation to data privacy key risks and risk appetite, as well as thresholds for data privacy risks
Work closely with business and functions to comply with Subject Access Requests
Have a general understanding of other issues closely connected to data privacy, such as confidentiality, banking secrecy
Conduct data privacy risk assessments or, privacy impact assessments as and when needed.
Ensure data privacy requirements are considered in new product approval, technology, and off-shoring processes
Ensure that relevant data privacy registrations are kept up-to-date
Update any data privacy training and ensure that there are appropriate data privacy training and awareness programmes in place in APAC
Priorities: Other regional compliance advisory activities
Primary point of contact for queries arising from functional/infrastructure teams relating to Compliance matters and policies
Work closely with various Compliance teams in advising functions/infrastructure teams
Advise on compliance with outsourcing and technology regulatory requirements, and provide input into the governance of outsourcing and technology generally
Work closely with Business to comply with APAC Outsourcing Governance process
Have a general understanding of other issues closely connected to outsourcing and technology, such as appropriateness of due diligences, responses to technology related incidences.
Ensure outsourcing and technology requirements are considered in projects / new products / new activities / new procedures.
Ensure that all activities and duties are carried out in full compliance with regulatory requirements, Barclays Operational Risk Framework and internal Barclays Policies and Standards.
Your Skills and Qualifications will include
College degree or international equivalent
Relevant knowledge and experience in data privacy regulations across APAC , in the financial services industry
Relevant knowledge and experience in technology and outsourcing risk management
A Senior VP with around 10-12 years experience working in the Data Privacy function of an international financial services corporation having a clear understanding of the data transfer process and compliance to international data privacy obligations
Ability to handle senior stakeholders, regulators and lead the Data Privacy Compliance function for the region while demonstrating a strong commercial and control mindset
Experience in a financial services' organisation is preferred but applicants from other industries will also be considered
Ability to operate in a fast moving business environment and make decisions bearing in mind business objectives and commercial requirements
Strong technical knowledge in the areas of Data Privacy, Outsourcing and Technology regulations
Experience in data privacy, outsourcing and technology governance (activities, processes, controls and risk management) of an international corporation, in line with complying with regulatory requirements.
Experience with handling and information control and management of data breach or technology related incidences is also an advantage
Clear understanding of the relevant data privacy obligations and requirements in relation to complying with Subject Access Requests, marketing privacy (in all forms), online privacy issues, issues that arise in the context of suppliers and third parties, and HR privacy issues
Experience with privacy impact assessments and privacy risk and control assessments
Understanding of data privacy , outsourcing and technology issues that arise in relation to the use of enterprise-wide technology
Experience with conformance testing, reviews and assurance
Other academic and professional qualifications
Certifications in one or more of the following disciplines: data privacy, legal, compliance or information technology would be useful
An information technology qualification would also be helpful
Professional Privacy Certification from the International Association of Privacy Professionals (e.g. CIPP IT/E/G) or equivalent such as ISEB is preferred
Has excellent business judgement and a willingness to exercise it
Has a professional demeanour and possesses considerable presence, impact and gravitas and will command respect within the organisation and with the regulators
