The International Training and Education Center for Health (I-TECH) is a center in the University of Washington's Department of Global Health that works in partnership with the University of California, San Francisco. I-TECH has projects in more than 20 countries, and its worldwide staff work with local ministries of health, universities, non-governmental organizations, medical facilities, and other partners to support efficient, well-ordered health care systems that provide high quality care to all citizens.
I-TECH Malawi provides technical assistance to the Malawi Ministry of Health and partners to support health systems strengthening initiatives. I-TECH Malawi is partnering with the Baobab Health Trust (BHT), a Malawi Non-Governmental Organization in order to assist BHT in achieving their mission of by building, deploying and maintaining innovative, robust and sustainable health care information systems
I-TECH has an outstanding opportunity for a full-time Sr. Technical Advisor. The Sr. Technical Advisor for Health Informatics and Business Management, will be seconded to Baobab Health Trust and will lead the implementation of strategy for the scale-up implementation. They will also serve as a management and operations liaison to CDC/PEPFAR. A key role will be to confirm that the priority is given to areas where the infrastructure will produce maximum impact, and that setting up points of presence for last-mile connections to sites of focus will enable us to serve more sites and more patients. The Sr. Technical Advisor will also revive and restructure the use of the CDC Enterprise Performance Life Cycle (EPLC) and ensure that change management, particularly for any updates to hardware, is recorded through documentation with proper access and storage.
KEY RESPONSIBILITIES INCLUDE:
Review and advise on the most effective way to phase EMRS implementation peripherals (i.e., staffing, procurement, software innovation, etc.)
Manage requirements and expectations as a liaison between CDC/BHT and implementing and developing partners
Direct feedback-loop assessments for monitoring success, aiding in mitigation of risks and pitfalls, as well as to most efficiently outline alternative plans for foreseen and unforeseen challenges.
Recommend tools and process-driven improvements for the current Help Desk/Command Center to effectively aid in the increased demand for assistance from facilities.
Mentor managerial staff to aid in empowering employee focus and prioritization on pertinent activities, as applicable to the present skillsets/areas of expertise that exist in BHT.
Revive and restructure the use of the CDC Enterprise Performance Life Cycle (EPLC) and ensure that change management is recorded through documentation with proper access and storage.
Proceed in delegation of activities- maintaining accountability to BHT for the scale-up timeline and deployment plan.
Leverage resources within the organization, and as-needed through CDC's involvement with implementing partners, to mitigate costs and risk for EMRS scale-up business needs.
Lead the effort for improved value proposition, documentation creation, and governance as it pertains to process improvements within the organizational structure for BHT.

REQUIREMENTS Master's in Business Administration, Information Systems, Software Engineer or a related field and a minimum 7 years professional experience with proven managerial responsibilities in a complex environment. Years of experience may substitute for the degree.
Professional experience must include at least two of the following focus areas: strategy and policy, business management, systems engineering, systems implementations in a low-resource country, organizational leadership, the PEPFAR program, data standards and M&E, project management, and/or informatics.
Required knowledge, skills and abilities:
Project management and innovative agile methods for tracking and project monitoring
Clinical workflow and facility-based organizational leadership
PEPFAR knowledge: foundational landscape, understanding of indicators, recent guidance
Systems life-cycle and implementation knowledge
Proven organizational and logistical skills for leading interdisciplinary teams.
Effective interpersonal skills
Exercising excellent judgment in overcoming barriers and impediments
Being resourceful and innovative to achieve desired results while ensuring compliance to policies and protocols
It is further desired that the incumbent is certified in: project management, portfolio management, business analysis, risk management, and/or a recommended agile approach such as SCRUM or LEAN practices.
An applicable Doctoral degree will also be an advantage (i.e., PhD, DBA, DSc).

This 100% full time position is seconded within BHT in Malawi. The Sr. Technical Advisor position requires up to 10% travel in areas that often lack adequate public health and safety infrastructure. Travelers must be prepared to follow the UW and US government recommended precautions and prophylaxis for travel safety and disease prevention. The Sr. Technical Advisor requires frequent participation in early morning and late evening telephone conference calls in order to accommodate time zone differences between Seattle and its country project sites.
