UW Human Resources has an outstanding opportunity for a Director for Business and Finance.
Reporting to the vice president for Human Resources, the director provides leadership, oversight and strategic planning for business and finance functions for UWHR. As a key member of the department’s executive team, the director provides recommendations, guidance and decision support to ensure the strategic goals are met. The director will exercise a high level of independent and professional judgment to develop and implement strategies and long range operational planning that advances departmental goals and contributes to the successful business operations. This position will also develop and implement administrative and budgetary policies that provide excellent and proactive resource management.
The director of business and finance will be a strategic leader in the department and must be able to communicate clearly and persuasively about complex financial data, and think creatively about how to meet potential financial and budgetary challenges as the UW seeks to reach new levels of systems standardization and efficiency. This position will have frequent and substantive interactions with a variety of internal and external constituents, serving as the direct representative of the vice president as directed, and requires an effective leader with individual initiative, excellent communication skills, and the desire to motivate and serve multiple stakeholders while working within UW regulations and policies and ensuring overall compliance.
-Directs Human Resources’ financial planning, reporting and analysis including 61 budgets totaling in excess of $25 million/year and manages the Business and Finance team.
-Independently advise the vice president of Human Resources regarding departmental financial status, planning, options, forecasts and trends. As a member of the executive team, work closely with the vice president, associate and assistant vice presidents and directors to develop funding and project proposals. Determine funding transfer needs and process budget revisions, prepare and submit other documents as necessary to accomplish proper fiscal control and accountability.
-Oversee and lead the development of UWHR's local business processes for using Workday to manage HR/payroll transactions for HR department staff. Authorize the assignment of system security/user roles enabling access to and use of Workday and other administrative systems (e.g., budget, finance, UWHIRES, etc.).
-Authorize transactions, prepare reports, and oversee staff responsible for accounts payable, petty cash, revolving funds, travel reimbursements, purchasing, budget reconciliation, and financial reports.
-Ensure compliance with University, state and federal policies and deadlines. Serve as UWHR liaison with UW Planning and Budgeting, the Office of the Executive Vice President, Facilities, Financial Management, and others to execute business processes, solve problems, and achieve organizational goals.
-Promote HR department-wide best practices regarding business and financial management. Lead the UWHR records management team responsible for advancing HR compliance with records management policies. Establish and maintain filing system of documents in compliance with University procedures. Represent the HR department to state and internal auditors involved in review of financial transactions or issues.
-Secure authorization to establish new positions or revise existing positions. Review and evaluate appropriateness of requested allocations and salary adjustments; authorize initiation of recruitments, in-grade salary increases or position review requests.
-Work closely with the vice president and other unit heads to develop recommendations for merit salary increases, balancing expenditures within allocations, and implement increases as authorized. Develop, implement and communicate policy or procedure changes.
-Maintain Human Resources space inventory and recommend efficiencies to vice president.
CONTRACT/PROPOSAL OVERSIGHT and SPECIAL PROJECTS:
-Working with a variety of staff from throughout UWHR and UW, oversee and ensure compliant administration of HR requests for proposals and qualifications for a wide a variety of institution-wide services including employee advisory services, management of five UW child care centers, employee service recognition awards, interpreter services for the deaf and hard of hearing, labor relations consulting, criminal background check services, etc.
-Lead and/or carry out such special projects as leading process improvement and other work teams, conducting or responding to institutional surveys, and developing program and budget proposals for emerging efforts.
SERVICE RECOGNITION PROGRAM:
-Plan and provide direction to the UW's service recognition program. Independently negotiate, develop and implement program changes. Troubleshoot and resolve vendor issues as needed.
-Oversee HR-wide operations in support of the program, providing direction to staff charged with program responsibilities in both campus and medical centers operations.
Bachelor’s degree and six-eight years of increasingly responsible administrative experience, including budget and project planning, coordination and analysis. Demonstrated financial and administrative skills; excellent analytical and problem solving skills. Expert knowledge of University budget policies and procedures, contract administration and proposal development. Facility with Microsoft Office products including Excel (advanced), Access (proficient) and Word (proficient), and working knowledge of administrative systems including Workday, BGT, OPUS, OASIS, etc. relative to HR, payroll, purchasing and financial management. Expertise in leading teams and project management, and experience in leading process improvement efforts to successful outcomes.
Excellent interpersonal, written and oral communication skills, demonstrated ability to exercise discretion and maintain confidentiality; ability to exercise initiative and independent judgment, make sound decisions and cultivate cooperation and commitment from others. Excellent leadership and customer service skills.
Equivalent education/experience will substitute for all minimum qualifications except when there are legal requirements, such as a license/certification/registration.
Understanding of HR programs, policies and priorities.

This position regularly works hours beyond 40 in a week, requires flexing work schedule to meet demands of the position, meets externally imposed and changing deadlines, and is often interrupted to respond to urgent questions on an immediate basis.
This position is critical to the administrative and financial health of the Human Resources department. The Director of Business and Finance regularly recommends with weight directions to be pursued by leaders and others in HR units. The highest level of ethical conduct and complete credibility with UW leadership is essential to the position's success in advocating for the needs and priorities of the department.
