Reporting to the Director of University Financial Aid IT Operations & Loan Services, the Sr. Operations Manager, University Financial Aid is a key member of the University Financial Aid Office providing central leadership and coordination of all Federal and State reporting requirements including FISAP, NYSED, and Gainful Employment (GE) reporting. The Sr. Ops Mgr is responsible for the review, analyses and timely submission of all Federal and State reporting requirements. Responsibilities also include providing assistance in reviewing and reconciling Academic Program information across University systems to ensure data consistency of Federal eligibility information; supporting programmatic updates to Satisfactory Academic Progress (SAP) information for programs and student records; and providing central support and assistance for Quality Assurance and audit related activities (PwC, COSO, etc.). The Sr. Ops Mgr is responsible for the support of University Financial Aid business services as well as overseeing and supporting enrollment management goals across 17 divisions within the University through annual implementation of regulatory updates and award-year setup. The position is also responsible for providing leadership and guidance to school-based FA offices and work with Director-level members of the financial aid community to develop and document regulatory and system updates, business processes and system usage for each individual school and program as part of award-year setup. The Sr. Ops Mgr will ensure systematic and data consistency across the campus community while recognizing the diverse business requirements and needs across the 17 divisions. The Sr. Ops Mgr will lead change management efforts and partner with the Financial Aid community on implementation of regulatory and system changes and updates while securing the integrity of data, existing processes, securing continuity of business and promoting compliance with all Federal, State, University, and other regulatory requirements, policies and guidelines.
The Sr. Ops Mgr will manage the functional and technical aspects of New York State (NYS) awards certification. The incumbent will be required to remain in compliance with all rules and regulations noted by the New York State's Higher Education Services Corporation (NYS HESC). Responsibilities also include assisting and supporting any NYS awards inquiries (both student and school) that filter through the University Financial Aid Office (UFAO); incorporating any and all policy changes into the UFAO's policy, procedure and business practice; providing operational and advanced technical support in diagnosing difficulties with data exchange and transformation; and developing/recommending solutions to solving data-related issues. The Sr. Ops Mgr will assess the impact of each financial aid system release to existing University Financial Aid Operations processes and procedures from a functional and regulatory viewpoint; address, develop and implement required changes to existing processes and assist with communicating such changes in processing and functional requirements as needed to the Financial Aid community. The Sr. Ops Mgr will provide support for the monthly and annual reconciliation of approx. $900 million in Federal, State, Institutional and Private Loan funds in support of annual Federal and State reporting guidelines. The Sr. Ops Mgr will also help serve as liaison and provide support for resolving system/interface issues, External Update (EU) exceptions, and troubleshooting of functional and technical integration issues. The incumbent will support special projects by providing subject-matter expert knowledge and assist with coordinating user trainings. Performs other duties as assigned.
General Minimum Qualifications: Bachelor's degree with a minimum of 4-6 years of related experience required.
Additional Specific Minimum Qualifications: Must have record of developing and leading strong working teams through the implementation of best practices and customer service focused processes. Must have knowledge and experience in working with federal, state, and institutional programs in a regulated environment, a commitment to statutory and regulatory compliance, and expert knowledge of policies, regulations, and practices for awarding financial aid, including needs analysis and packaging. Must have in-depth experience with technology in higher education ERP systems and the ability to work collaboratively with university technology staff. Experience redesigning policies and procedures and implementing new business practices in multiple unit areas simultaneously to leverage emerging technology with improved student services required. Must have experience making data driven decisions, which requires strong analytical skills to monitor unit functions and implement continuous process improvement plans to support strategic campus-wide planning. Expert quantitative analysis skills required. Understanding of enrollment service operations and implementing continuous process improvement initiatives necessary. Must have the skills necessary to work effectively and collaboratively with senior university administrators and other campus stakeholders. Ability to manage multiple competing priorities and to work with several constituencies required. A history of active engagement with and participation in regional and national professional organizations under the areas of financial aid required. Excellent interpersonal, written and oral communication skills required to effectively communicate with a variety of audiences. Must be detail oriented, and have excellent spreadsheet and analytical skills. Demonstrated ability to work both autonomously and collaboratively in a demanding environment required. Must have the ability to manage multiple tasks simultaneously and meet deadlines for short-term, long-term and ad-hoc assignments. Must have a commitment to exceptional quality and have the highest ethical standards. Must be able to negotiate issues, resolve problems and have effective listening skills. The successful candidate must be able to work well with all levels of management, both internally and externally, be flexible in nature, and have sound judgment with an open and collaborative style that encourages teamwork and cooperation beyond the immediate team. Preferred Qualifications: Advanced degree desirable. Experience working with student information systems or similar enterprise data systems within a complex business environment is preferred. Experience with financial aid software (PowerFAIDS, COD, ELM, EdConnect) preferred. Proficiency with reporting tools (Business Objects, Info Maker, advanced Access, advanced Excel) preferred.
