The University of Washington's Division of Medical Oncology's includes 41 faculty members located at the UW Medical Center, the Fred Hutchinson Cancer Research Center, the Seattle Cancer Care Alliance, and the VA Puget Sound Health Care System. Over the past 25 years, members of the Division have developed the world's leading bone marrow transplant program. In addition, members of the Division have made substantial contributions to many other areas of cancer treatment, including the use of tumor vaccines, cellular therapy for cancer, antibody-based treatments, and novel forms of chemotherapy and hormonal therapy. Our Division is deeply committed to maintaining its position as one of the leading centers for research and treatment of cancer in the world.
The Division of Medical Oncology has an outstanding opportunity for a full-time Clinical Research Program Manager. The Clinical Research Program Manager reports to the Head & Neck Oncology Clinical Research Program Director as well as the Division Administrator and oversees the fiscal management, research management and administrative support for the Head and Neck Oncology Program. As such, the Manager of Program Operations has a comprehensive range of responsibilities, including: financial planning/ management, budget development and management, research administration, human resource management, overall supervision of administrative personnel at the programmatic level, space administration, and other administrative functions.
The Manager of Program Operations has a high degree of authority and in partnership with the Program Director(s), directs program and policy development and operational and strategic planning for the Program. The Manager of Program Operations also serves as the administrative liaison with the Division as well as with the Department of Medicine and School of Medicine regarding administrative issues. This position requires an ability to direct and manage multiple priorities, quickly analyze situations and make sound decisions utilizing effective time management skills, good business acumen and administrative judgment. Creativity and excellent personnel management skills are very important. This position must have a highly effective level of communication with the Program Director(s), faculty and staff and the ability to work very independently to achieve the goals of the department.
Manages or oversees the financial resources of the department to include budgets and funds from federal, state, private, University, and foundation sources to ensure ethical and fiduciary practices. Key financial management skills are:
Oversee the fiscal management of financial resources (e.g., Division funds, grants and contracts, and gift accounts) for the Division, including financial planning, budgeting and accounting functions of the Program. Ensures fiscal compliance with University, State and Federal guidelines and funding agency guidelines involving personnel/payroll, purchasing, budget management and travel.
Responsible for sponsored research administration including pre- and post-award management. Develop and negotiate budgets for sponsored research. Work with Program fiscal and other support personnel to prepare grant and contract budget proposals.
Develop and administer a system for generating regular budget reports to satisfy requirements of the Division and Principal Investigators for planning, budgeting, auditing and oversight purposes.
Provide guidance and counsel to faculty and staff to help facilitate the Division's ability to achieve scientific and educational goals
Administer the process for the allocation of funding of faculty and staff salaries.
Manage and oversee the research resources of the department, to include grant and contract staff and processes and research staff support. Key research management skills are:
In collaboration with Program leadership, identify, prioritize, and implement initiatives in support of the Program strategic plan. Support the establishment or strengthening of internal and external relationships, partnerships, or coalitions to advance the Program's vision or mission
Work with the Clinical Research Manager to develop and maintain research procedures for the Program with the goal of standardization, increased efficiency and ensuring compliance with Institutional, Federal and Sponsor guidelines.
Identify and respond to key funding opportunities that match specific project proposals or that further programmatic goals. Assess protocol feasability .
Involve Consortium and Medical Oncology leadership as appropriate to help identify problems with clinical trial start-up and management. Assist with organized improvement efforts and use problem solving and interpersonal skills to resolve bottlenecks. Develop and track measurement statistics, and communicate results to Program, Department and Consortium leadership.
Coordinate interactions with the Offices of Sponsored Programs and Grant and Contract Accounting, as appropriate
Manage and oversee the human resources of the program in accordance with University of Washington and Division of Oncology policy and procedures. Key human resource (HR) management skills are:
Initiate, review, and recommend personnel actions including promotions, salary actions, employee performance evaluations, training and terminations for staff personnel. Interview, select and evaluate the performance of the staff that directly report to the Manager of Program Operations. Provide advice and counsel to hiring managers of personnel decisions.
Work with the Program Director(s) to develop or implement plans for the recruitment and promotion of faculty. Coordinate and/or assisting in the faculty Appointments and Promotions (A&P) process at both the UW and the FHCRC.
Determine and implement departmental staffing requirements and filling these positions based on appropriate classifications; reclassifying staff positions as necessary
Identify core competencies and job responsibilities specific to staff positions and creating clear position descriptions and expectations
Manage and oversee department operations to ensure the day-to-day and cyclic requirements are met; plans, resources, and monitors programmatic activities. Key operations management skills are:
Coordinate a variety of general administrative activities necessary to the department's day-to-day operations. Organize information in physical or electronic format to facilitate workflow within the program. Analyze and improve program workflow to facilitate effective and efficient operations.
Work with Program Director(s) and other members of the Division Leadership Team on strategic planning initiatives within the Program regarding faculty recruitment, development of research, and staffing. Assessing the need for additional resources and identifying the source of additional resources to fit with a department initiative or vision
Ensure that electronic and physical files are properly backed up and retained in accordance with department, SOM, and UW policies and directives
Manage the physical space for the program. This includes assigning space and making sure equipment needs are met. Plans for future expansion and works closely with the Division to ensure group needs are met.
Assist the Marketing and Development offices at the University, the SCCA and the Fred Hutch in Program development activities; helping identify, develop, and cultivate potential and current sponsors, donors, and other sources of gift revenue. Develop and administer a system for generating regular reports of gift spending.
Manage 2 program coordinators, Fiscal Analyst and Research Manager. Includes hiring, training, supervising, performance evaluations.
