Summary: The HBA of Greater Austin is seeking a Government Affairs Director to direct, develop and execute all residential building and development advocacy activities in the 6 county territory of Central Texas. The Director carries out government relations and public policy activities including the prioritization of areas and issues, analysis and development of positions, and the formulation of strategies to advance the Association positions and strategic priorities. The Director oversees all grassroots advocacy and political programs, including the PAC activities, coalitions, and all government relations outreach.
Develop and maintain cooperative and productive relationships with area elected officials;
Activate and involve members in grassroots advocacy activities;
Coordinate member volunteer efforts to develop and implement industry initiatives aimed at achieving the housing industry’s policy objectives;
Represent the legislative and regulatory interests of the HBA of Greater Austin before local government officials and regulatory bodies;
Proactively monitor and prepare the Association to act upon regulatory and legislative changes that affect the housing industry at the local, state and national levels;
Facilitate meetings of the Association’s Government Affairs Committee and related councils and sub-committees
Direct the Association’s political action committee known as HomePAC including coordination of fundraising and events as well as meetings with candidates for local and state offices;
Provide timely updates to HBA of Greater Austin members through oral reports and written correspondence via the Association’s various communication outlets;
Work to collect data and information from members and housing resources in order to provide industry position statements and presentations to industry and non-industry groups;
Work with members and staff at the Texas Association of Builders and National Association of Home Builders to ensure a coordinated effort for voicing and acting upon the industry’s positions and issues;
Ensure accurate and up-to-date records of all Home PAC receipts and contributions. File required Texas Ethics Commission reports and prepare reports for Home PAC Committee and Board of Directors.
Safeguard confidential information as it applies to the daily functions of the association and members.
Assist in integrating the advocacy efforts with other communications and membership strategies of the Association
Assist with Texas Ethics Commission and local municipal compliance with all state, federal, and local election law.
Other duties as may be assigned by the Executive Officer.
Education: Bachelor’s degree in Public Policy, Political Science, Public Administration, or related field. Advanced degree in law or policy is a plus.
Experience: Two (2) or more years of experience providing advocacy support to a membership-based association or private corporation. Outstanding candidates will have previous success in obtaining successful advocacy outcomes and will be familiar with issues affecting residential homebuilders and remodelers such as building codes, the development process and environmental regulations.
Skills: Excellent interpersonal skills and demonstrated ability to work collaboratively and effectively with a broad range of individuals in-person and on the phone. Organizational agility and ability to work effectively with a varied group of stakeholders. Demonstrated ability to utilize emerging technology, write clearly, work independently, remain organized and respond quickly to changing organizational needs. Evening and weekend work may be required.
