Grant and Contract Accounting has an outstanding opportunity for a Compliance Analyst. The Compliance Analyst is responsible for post-award customer assistance in the development and communication of tools, polices, and procedures to ensure that the UW maintains fiscal compliance with sponsored programs. This includes:
Development of analytical tools for data analysis to identify areas of internal control weakness, deviations from policy, and areas of risk for UW.
Development of training tools for central and department staff post-award compliance information.
Provide classroom and one-on-one training and support in a clear and understandable manor to assist research community in managing their sponsored programs.
Responding to email, in-person, and telephone inquiries on post award compliance.
Maintain the PAFC website to continue to display relevant and current content in a clear and concise manner.
Assist the Compliance team in utilizing Project Management technologies and concepts in order to implement new programs.
Continually seek new and creative ways to function more efficiently and effectively using LEAN practices and documentation.
Utilizing LEAN process improvement principles, assist with the development and implementation of a communication strategy (including e-learning, presentations, training, tool development, written instructions) for Award processes including:, cost sharing, expenditure transfers, compliance review, facilities & administration costs, equipment purchasing and management allowable costs, compensation, internal controls and compliant processes in post-award sponsored program administration.
Assist customers (Vice Provosts, Deans, Chairs, Principal Investigators, Directors, Administrators, Managers, Budget Analysts, and Fiscal Specialists) in all areas of fiscal compliance. Determine appropriate questions/issues to research and when/how to communicate clarification to relevant audience.
Participate with the compliance team in the implementation of new tools, processes, and training strategies. This includes: determining project definition and scope, identification of key resources, development and management of a project plan, coordination with external resources, development and implementation of a communication strategy, and monitoring program effectiveness.
Responds to customer's complex compliance inquires while taking into account, the applicable regulation(s), UW policy and practice, communications/information from other UW offices and departments, and the applicable Award document and sponsor requirements. This includes:
Research state, sponsor, and the UW's policies and practices, along with consulting the compliance Director, to determine the appropriate course of action.
Analyze sponsor requirements and pro-actively meet with department staff to develop risk assessment and provide guidance on all post-award financial compliance. Make recommendations to administrative staff for improving internal controls and meeting their specific needs..
Work with other central UW departments (FM, OSP, MAA, Internal Audit, etc.) to develop policies and procedures related to sponsored Awards to respond to changes in internal and external fiscal policies and regulations.
Analyze legislation and forecast fiscal needs and fiscal impact. Interact with other universities and professional organizations to exchange information or consult on policy revisions and interpretations.
Assist the Internal Audit department in audit coordination, including analyzing audit findings, coordinating responses with departments and Internal Audit, analyzing audit findings and recommendations and assist in the implementation of revised policies and recommendations.
Examine departmental internal controls, analyze effectiveness, assist in the development of a plan for enhancing controls. Integrate procedures and internal controls into automated mainframe and in-house accounting systems.
Assist with the implementation and improvement of the Data Analytics program. This includes:
Providing input on the Data Analtics Dashboad including development of the user interface, and user training and support.
Develop new analytics reports using fields from the financial system, indicator development and calculation, writing documentation for report requirements, and working with the dashboard developer to create new reports.
Analyze dashboard information to identify trends and other areas of risk for the departments and the UW.
Disseminate dashboard information to departments and other central offices. Provide support to users in identifying trends and areas of risk.
Develop analytical tools, including complex data quires, to identify areas of internal control weakness, deviations from compliance policies, and areas of risk to the university.Research and determine causative factor in non-compliant expenditure trends.
Campus Outreach and Training:
Develop tools to be used in the communication and training of post-award fiscal compliance topics for UW faculty and staff. Tools include web content, presentation materials, curriculum, eLearning, forms, and flow charts.
Coordinate oral, written, and electronic communications regarding policies, procedures, rules and regulations. This includes: preparing material for varied audience experience levels, ensuring timely delivery on current policies, sponsor regulations, and appropriate procedures, and assisting the presentation on complex post-award compliance material in a clear and understandable manor.
Coordinate, participate, and present at various informational sponsored Award workshops and seminars.
