Job Requisition Number: 23073. The UCPath Local PMO Lead is responsible for the overall successful implementation and integration of UCPath?s system and services for UC Berkeley within the timeframe and budget provided.
Involves managing outcome of specific IT projects with a defined beginning and end. Manages the development and implementation process involving departmental or cross-functional teams. Develops and maintains the overall project plan. Plans, coordinates and monitors schedules, budgets, staff and deliverables. Monitors the project from initiation through delivery. Identifies developing issues that can affect the project and resolves/escalates them in a timely manner to stay on schedule and within budget. Organizes the interdepartmental activities ensuring completion of the project on schedule and within budget constraints.
Strategically identify goals and objectives for UC Berkeley?s participation in the UCPath deployment as well as how that translates to campus resource needs and objectives. Ensure appropriate level of campus engagement and oversight. Direct daily project activities and maintain implementation of the project plan to ensure adherence to project timeline and a high level of quality. Support and direct project leads, providing detailed direction and guidance on specific technical and functional issues. Mitigate project risk by identifying potential risk areas and implementing response plans on a timely basis. Maintain project scope and implement proven practices based on prior system implementation experience.
This is a 2-year contract position with possibility of renewal/extension.
Serves as strategic project lead performing the most complex and advanced project management techniques including: ?Participate in strategic planning and budgeting activities for the UCPath Program at UC Berkeley ?Overall management and coordination of UCPath Program at UC Berkeley ?Ensure alignment and completeness of all project streams and activities of the UCPath Program at UC Berkeley ?Identify and support project advocacy opportunities for senior campus leadership ?Assign and monitor work of program and project management staff, providing technical support and direction ?Monitor the effectiveness and results of the program(s) and plan adjustments ?Oversee the program budget(s) demonstrating advanced skills in financial management and budgeting, as well as procurement and contract negotiations ?Own and manage program governance process & operating model, including updates to executive-level management ?Act as an escalation point to drive collaboration with program and project team members to resolve conflicts, project issues, and deviations and drives them to resolution ?Lead the continuous development of the Program Management culture within the project structure; work with people in such a manner as to build high morale and group commitment to goals and objectives ?Provide ongoing leadership to direct reports; ensuring functional and technical progress to achieve or exceed goals, objectives and other targets ?Drive harmonized higher education-best practice/standardized process across all schools and divisions allowing minor configurations (as necessary) with minimal customizations ?Influence leadership on best practices and resources for effective project management for a PeopleSoft implementation.
Assembles and directs large project team, designs highly detailed and complex project plans, schedules and monitors budget/spending (people and dollars), including:
A.Implementation Planning and Analysis: ?Develop UC Berkeley local Implementation Management Plans in conjunction with UCPath PMO oDetailed Project Plan oCommunication Plan oResource Plan oQuality Assurance Plan oRisk Management Plan oTesting Plan oChange Management Plan oTraining Plan oProject Decision Making Tools and Approach oAssist in development of other plans as needed ?Plan and oversee execution of core team training ?Define and Document final Project Scope ?Organize and oversee execution of Fit Gap and Analysis sessions ?Attend project fit gap and analysis sessions to ensure consistency in execution ?Provide PeopleSoft configuration guidance based on their experience ?Review all identified system gaps and provide functional team feedback ?Assist in project troubleshooting as appropriate ?Monitor project risks and issues and ensure resolution ?Support project leads and provide guidance on priorities and task execution ?Monitor and maintain implementation project plan
B.Design & Development ?Oversee completion of design documents and ensure timely completion ?Provide review and recommendations on designs as necessary ?Oversee completion of all project development in accordance with estimates and overall project plan ?Ensure thorough unit testing of all development ?Oversee testing phase preparations and ensure thorough testing in all process areas ?Participate in future state visioning sessions as available to ensure consistency in execution ?Develop business process documentation ?Monitor conversion development progress and ensure adherence to scope and project timeline ?Provide guidance on development and unit testing in all areas based on past implementation and experience ?Identify development risk areas and manage completion at a detailed level ?Conduct organizational re-design sessions and document future HR and Payroll support office structure
C.Testing and Implementation ?Work with project technology lead to manage execution of all phases of testing ?Monitor and ensure resolution of all high priority test faults ?Recommend post production support approach and organization ?Develop cut-over plan and schedule, including coordinating any mock cutovers ?Monitor and ensure validation of mock data conversion results ?Work with technology lead to manage final cutover activities ?Responsible for securing sign-off on final conversion scorecard ?Responsible for successful cut-over to UCPath
Manages administration and communications associated with the project including: ?Responsible for managing all team member tasks and schedules ?Communicate project status to sponsors and executives on a regular basis ?Coordinate and execute project status meetings and reporting ?Communicate with UC Berkeley Sponsors and Management throughout the implementation ?Assist with change management and project communication activities ?Develop and distribute weekly project status reports ?Fill any necessary roles as dictated by project need (backfill for missing resources, provide additional resource in lagging project area, etc.)Knowledge & Skills: ?Ability to maintain strong relationships within the UC Berkeley schools and divisions ?Ability to consider upstream and downstream process impacts and implications ?High level understanding of ?end to end? business processes & sub-processes ?Exhibits expert political acumen and understanding of organizational issues and challenges ?Expert level communication, organization and project management skills ?Ability to think strategically while operating tactically to implement a ERP solution ?Versatility and willingness to work with constantly changing priorities with enthusiasm ?Aligned with program goals and principles ?Strong data analysis and problem solving skills ?Must be able to work in a highly collaborative manner in order to achieve results which are significant in scope ?Requires advanced knowledge of all aspects of computing and communications including hardware infrastructure, networking, voice, software applications, operations and disaster response and ability to integrate critical information from multiple areas ?Has a thorough understanding of how programs relate to other business strategies and initiatives ?Understands cost impact on the campus ?Requires ability to assess campus needs for information technology products and design services to meet those needs
Education & Training: ?Minimum 10+ years of industry experience in a higher education organization with 5+ years? experience directing, leading, or managing multi-million dollar IS / business programs ?Minimum of 5 years? experience in a leadership role(s) at the Senior Director / Director level ?Prior experience in leading large-scale transformational projects or programs and /or delivering an ERP or major business-system solution required, specifically PeopleSoft enterprise applications ?Professional Program Manager with proven track record of delivering on-time, on-budget and achieving business objectives ?Previous experience with programs and / or department budgets and financial management. ?Master's degree in MIS, MBA or related disciplines is preferred ?Bachelor?s degree in Computer Information Systems, Mathematics, Business Administration or equivalent preferred ?Project Management Professional (PMP) certification
