The Payroll Office is responsible for paying all University employees on time and correctly. Payroll submits all payroll related tax deposits and completes the required federal and state reporting requirements, reviews retroactive funding changes, reconciles health care billings, makes retroactive pay adjustments, pays all third party payroll vendors as well as collect and disburse all garnishments, tax liens and child support orders. This area is responsible for administering the university timekeeping system and ensuring the employment eligibility of all employees.
The Payroll Analyst will assist with processing all regular and manual payrolls, ensuring accurate and timely payment; review exception reports and analyze manual payment requests; serve as one of the primary liaisons between Payroll and university departments for timekeeping and payroll related functions, including troubleshooting problems raised by departmental users identifying solutions; ensure compliance with all federal, state, and university requirements related to employment and taxation; process income tax withholding certificates in compliance with federal and state guidelines; provide general guidance regarding payroll deductions and the impact on gross to net pay to a diverse employee base; perform audits of university departments on payroll related processes and procedures; monitor work authorizations and, follow-up to ensure compliance with employment eligibility requirements; assist with tax residency determination and tax treaty eligibility process; daily interaction with departments providing guidance regarding payroll policies and procedures; provide backup support for related positions as needed; and other duties as assigned.
Required Qualifications:Basic understanding of payroll practices
Basic experience analyzing hours worked and labor laws (FLSA requirements)
Basic understanding of federal and state tax regulations
General experience with interpreting and applying policies and procedures
Demonstrated initiative to independently plan, organize and prioritize workload
Proficient utilizing various computer applications such as word documents, spreadsheets, electronic mail and databases
Excellent interpersonal and communication skills with the ability to provide customer service in a courteous manner and work effectively with diverse groups of people
Demonstrated ability to maintain absolute objectivity and confidentiality with all employees and all payroll related data
Preferred Qualifications:Associate’s degree in accounting or related field or equivalent level of training and/or experience
Knowledge of Enterprise Resource Planning (ERP) Finance systems such as Banner Payroll/HR or automated payroll system in a high volume environment
Experience with time and attendance software (e.g. TimeClock Plus)
Experience working with a complex automated payroll system in a high volume environment
Prior experience in higher education setting
Familiarity with reviewing work authorizations for employment eligibility (I-9 requirements)
Familiarity with determining tax residency and/or using an application to aid with such determinations
Basic familiarity with employing and paying non-resident aliens
