UW Bothell has an outstanding opportunity for a Manager of Commuter Services. The Manager of Commuter Services will manage the various functions, features, and facilities that make up parking and transportation options for faculty, staff, students and visitors of the Bothell campus. The position is also responsible for promoting commute trip reduction strategies, implementing transportation demand management policies, and reporting results of those efforts.
PARKING AND TRANSPORTATION MANAGEMENT:
Independently plans, implements, communicates, and promotes Commuter Services operations such as the allocation of parking areas, parking enforcement, parking fees and fines, maintenance of parking facilities, maintenance of parking equipment and parking permit machines, purchasing of field operations equipment, and special event services.
Manages and oversees parking permit sales and parking ticket collections with UW Bothell and Cascadia College personnel in UW Bothell Cashiers Office and Cascadia College Kodiak Corner respectively.
Responsible for planning, purchasing, contracting, and implementation of a comprehensive commuter services management system that includes on-line payment of parking tickets, parking permits, and other online services, using a PCI-compliant vendor.
Manages a team of 5 full-time classified and 5-8 part-time hourly field operations personnel who perform parking enforcement duties and assist visitors and others with parking questions and use of parking machines. i.e. parking enforcement officers.
Coordinates with UW Bothell and Cascadia College departments in regards to parking for campus events, visitors, and other constituents to campus.
Develops plans and oversees signage and painting projects for parking facilities.
Coordinates traffic control with Campus Security personnel.
Serves as the UW Bothell Employee Transportation Manager. Oversees the ORCA powered UPASS program for the joint campus which includes communication, promotion, reporting and surveying constituents.
Ensures that state-required Commute Trip Reduction (CTR) and other transportation surveys, quarterly reporting, and grant reporting are completed in a timely manner.
University liaison with King County Metro, Sound Transit, Community Transit, State CTR oversight authority, and UW Seattle Transportation Services to coordinate CTR activities and ensure compliance.
Coordinates CTR programs, reporting and surveying with Cascadia College in order to meet Bothell campus PUD-required trip reduction goals.
Manages all aspects of the joint campus (University of Washington Bothell and Cascadia College) parking and transportation program. Builds and maintains strong relationships with UW Bothell and Cascadia College leadership, students and staff.
Develops and manages annual operating budget of approximately $500,000, with revenues of approximately $1 Million. Develops plans for parking and UPASS rates and for parking fines and other fees related to parking and transportation.
Establishes and maintains organizational structure and staffing to effectively accomplish the organization's goals and objectives; oversees recruitment, training, supervision and evaluation of all unit employees. Builds strong team of professionals to serve the UW Bothell/Cascadia College Campus.
Reviews relevant Washington Administrative Code for currency and recommends and implements changes through the Code Revisers as needed.
Oversees the development, implementation, and enhancements to the Commuter Services websites, information, and online systems at the University of UW Bothell and Cascadia College.
Coordinates with the City of Bothell on shared projects, programs, and marketing that effect the Bothell campus.
Represents the university and department to various internal groups such as events, space planning, capital planning, facilities services, housing, UW Seattle Transportation Services, etc. external transit agencies, parking equipment and supply vendors, and the general public. Prepares and presents public presentations.
Serves on university planning and policy-making committees; coordinates with facilities and public safety personnel in relation to facility requirements for maintenance, security, and safety.
Responsible for planning, implementation, and administration of contract with 3rd party vendor, i.e. iParq, performing systems support and online payments and services for UW Bothell and Cascadia College.
Coordinates maintenance of parking and transportation facilities with Facilities Services personnel.
Ensures adherence to university policies and procedures; ensures compliance with state and federal laws, policies, and regulations.
Establishes and implements short and long-range organizational goals, objectives, strategic plans, policies and operating procedures; monitors and evaluates programmatic and operational effectiveness and makes adjustments as required for improvement of same.
Research and strategize continuous parking plans with limited resources.
Implement the strategic consolidation of Commuter Services into a one campus auxiliary between UW Bothell and Cascadia College.
Performs other related duties as assigned.
