The International Training and Education Center for Health (I-TECH) is a collaboration between the University of Washington and the University of California, San Francisco. It is a center in the University of Washington's Department of Global Health (DGH) and has offices throughout Africa, Asia, and the Caribbean. I-TECH's 500 worldwide staff work in partnership with local ministries of health (MOH), universities, non-governmental organizations (NGOs), clinical facilities, and other organizations to support the development of a skilled health work force and well-organized national health delivery systems. I-TECH's activities occur primarily in the technical areas of health system strengthening; health workforce development; operations research and evaluation; and prevention, care, and treatment of infectious diseases.
I-TECH has been supporting the MOH in Mozambique since late 2005 with funding from the President's Emergency Plan for AIDS Relief (PEPFAR). Its main objectives have been to provide technical assistance (TA) support to address the shortage of health care providers in the country and improve the quality of HIV prevention, care and treatment services.
I-TECH has an outstanding opportunity for a full-time Senior Monitoring and Evaluation Advisor. The Senior Monitoring and Evaluation (M&E) Advisor, based in Seattle, will provide strategic technical assistance to the Mozambique Country Program. This position promotes high-quality M&E systems, operations research and impact evaluation, including data collection, tool development and analysis. The Advisor provides guidance in identifying indicators and documenting outcomes, and plays a lead role in drafting protocols and Institutional Review Board applications, writing reports and publishing findings. An experienced professional, the Advisor position mentors others in study design and evaluation methodology and provides advice at the organizational and country levels. The Advisor works in close collaboration with the in-country M&E Director, the M&E team, and program managers.
Technical & Organizational Leadership
Acts as a technical leader in the design and implementation of operations research, assessment and M&E efforts, including:
Functioning as a counterpart to the in-country M&E Director for program evaluation, data collection and analysis (both quantitative and qualitative), reporting and dissemination of results;
Identifying, disseminating and applying information from literature or experts related to evaluation of health systems, quality improvement, and human capacity development methodologies;
Identifying operations research/evaluation opportunities and developing concept proposals, and protocols;
Advancing innovative strategies of assessment and evaluation methodologies;
Providing guidance for indicator selection, logic model and M&E plan development;
Interpreting and implementing I-TECH and funder requirements for M&E;
Promoting a results-oriented, data-driven approach to M&E;
Providing guidance in the management and coordination of study implementation;
Developing effective working relationships with key study partners as appropriate, including Centers for Disease Control and Prevention (CDC), MOH, universities and other partners;
Lead new grant writing efforts in response to future announcement.
The Advisor provides technical leadership in the following:
Designing and implementing capacity building efforts M&E and research skills of staff in- country and at headquarters;
Building capacity to increase the quality of reports and other M&E deliverables;
Providing guidance and training in collecting, coding, entering and analyzing data; developing or modifying databases for collection and/or analysis of data; using statistical software to analyze quantitative data.
Study and Evaluation Design & Implementation
The Advisor provides TA in program evaluation design and implementation efforts, including:
Developing assessment and evaluation agendas for the team or program;
Providing guidance in study and evaluation design;
Developing study protocols, tools and Institutional Review Board (IRB) applications;
Developing, implementing and maintaining systems for assuring assessing and assuring data quality;
Developing findings into data reports, presentations, etc.
Dissemination of Results and Efforts
The Advisor provides technical leadership in the following:
Optimizing and streamlining progress reports to funders;
Supporting program teams to communicate project results;
Providing guidance in prioritizing, organizing and executing publications;
Presenting study/research and evaluation findings.
Leadership and Management
Provide guidance in the development of program strategy, emphasizing program impact and linkages to country and donor priorities;
Represent I-TECH Mozambique at key stakeholder meetings at HQ as needed;
Support Senior Program Manager with pre/post award narratives and reporting.

| Ph.D. in public health or other social or behavioral science plus 2 or more years of research or M&E experience OR Master's degree in public health or other social or behavioral science plus 6 or more years of research or M&E experience. |
Demonstrated ability to think conceptually about evaluation questions and to apply research findings and evidence into public health policy and/or practice (implementation science);
Experience leading and implementing formal evaluations, operations research and/or clinical research in resource-limited settings, especially related to HIV/AIDS programming.
Experience training and managing a study team and/or providing mentoring and supportive supervision.
Knowledgeable about research ethics and institutional review board requirements in US-based academic and international settings.
Demonstrated experience in a range of quantitative and qualitative methods and data analysis necessary for operations research or program evaluation studies.
Experience with complex, multi-faceted projects.
Demonstrated ability to facilitate communication between professionals with a variety of cultural backgrounds in a respectful and diplomatic manner and enhance effective partnerships.
Demonstrated excellent writing and presentation skills and experience; proven track record of peer reviewed publication.
Proficiency in both English and Portuguese (reading, writing, speaking);
Ability to travel internationally.
