Responsible for supporting the college in achieving its goals and vision in higher education using interactive web technologies. Responsible for the design, development, testing, implementation and administration of web technology architecture and web based applications. This includes overall management of the web site, directing the web development team, monitoring technical operations of college web infrastructure, and providing oversight for training and support for Web content contributors.
Responsible for design and development and continual improvement of campus web resources, which include managing content editor access; review and evaluate the performance of the web system components; design and implement changes for accessibility and usability improvement, and diagnose and quickly rectify failures. Create and maintain the framework for web page development, i.e. databases, content, organization, and navigational structure. Supervise web applications development. Troubleshoot, tune, and maintain the systems for maximum security and usability.
Ensure work and learning environment for staff and students with disabilities, free of physical, programmatic, information, and attitudinal barriers.
Install, test, evaluate, maintain and tune new web tools and resources. Schedule meetings with campus constituents as needed to discuss development and changes and time lines.
Supervise and provide technical leadership for the web support staff. Perform oversight during initial design and problem solving. Ensure that web resources are tested, documented and users are trained. Arrange task schedules, work week, and priorities for supervised staff. Maintain a viable working schedule and open door policy for supervised staff.
Responsible for coordinating and collaborating with software vendors regarding web maintenance and performance matters.
Coordinate with Network Systems Manager to ensure the proper integration and performance of the campus web environment with campus-wide network infrastructure.
Provide opportunities to train college faculty, students and staff. Encourage and administer appropriate professional development opportunities for supervised staff.
Participate in the college technology planning process. In a collaborative process with other management, provide leadership in the definition and accomplishment of department goals and objectives. Work with other campus departments to identify areas where web and interactive technology could aid in efficiency to remain contemporary and effective.
Assist the Chief Information Officer in development and administration of the department budget to insure the fiscally responsible use of college funds in maintenance of the investment in web resources and data.
Participate in planning and such efforts as appropriate to keep the college and department contemporary and effective. Initiate and support such efforts as will further the college goals and the fulfillment of the college Philosophy, Mission, Values and Vision.
Participate in ongoing research and keeps abreast of constantly changing web design, development, and programming standards. Maintain state of the art knowledge in internet-based technologies, and provide insight, advice, and recommendations on future concepts, development, and direction of college web services. Provide implementation team leadership for major web service projects/initiatives.
Responsible for ensuring compliance with safety regulations, employee safety training, OSHA compliance, and emergency planning related to area of control.

NATURE AND SCOPE OF POSITION
This technical position has major accountability for the campus web presence, web access and web resources. Decisions are made with a great deal of independence. Must stay current with constant technological changes. Required to design, develop and implement new procedures. Problem-solving challenges are broadly defined, requiring ongoing creativity to address new situations. Position provides input to operating budget decisions.
Full supervisory authority for one (1) direct contracted classified staff within the department. Supervisory responsibilities include position of substantial technical complexity.
