This position assists with contracts and contracting services and solicitations by acting as a Contract Officer for the university. Necessary skills include the ability to review, draft, negotiate and sign contracts on behalf of PSU; to provide on the spot one-on-one advice on PSU contracting practices, procedures and contract interpretation; conducts group contract training to campus personnel periodically; and ensures contracts are appropriately uploaded to the Contracts and Procurement Services (CAPS) contract data base – iContracts. This position requires the ability to develop Requests for Proposal (RFP), Invitations to Bid (ITB), and Requests for Quotes (RFQ) for purchases on behalf of specific departments or to establish campus-wide contracts.
Three years working in procurement related positions, including contract review. A minimum of one year of combined experience must be in the public sector.
Bachelor's degree in Business Administration, Finance, Law, or a related field OR equivalent work experience related to contracting and procurement.
Excellent oral and written communication, interpersonal, and presentation skills and the ability to work with a diverse range of people.

Successful completion of a background check.
Prior higher education experience desirable.
Ability to use a wide variety of technology systems for contract tracking, contract approval, bid notification, and proposal evaluation, train staff and campus community on technology systems. Technology systems include but are not limited to MS Word, Excel, Access and Project, iContracts or other contract management system, Bonfire or other electronic bid submission system, and web based systems.
