The purpose of this position is to perform complex, specialized accounting and manage employees engaged in budgeting, cost accounting, and other fiscal operations. Specifically, the position will oversee day-to-day operations, freeing the Assistant Dean to concentrate on higher level financial issues within the School. This position requires the ability to analyze, and recommend changes in processes and procedures associated with the School's finances while maintaining the integrity of the details as well as the ability to independently resolve financial issues and complex managerial issues.
The primary duties and responsibilities of this position will be:Provides day-to-day supervision of four full-time accounting technicians. Provides ongoing training, direction, and staff development opportunities. Provides feedback to staff as needed to correct or improve problems.
Serves as the day-to-day manager of the Business and Finance Division and as backup to the Assistant Dean for Business and Finance.
Manages the financial and budgeting reporting, generating and analyzing complex financial reports. Oversees reconciliation processes. Produces consolidated statement of revenues, expenditures, and changes in fund balance for senior management.
Plans and oversees use of funds, ensuring the use of state funds and other restricted funds is appropriate and is maximized prior to using unrestricted funds. Selects funding source for payroll and supervises selection for all other expenditures.
Assists with annual budget process by identifying revenue by funding source and develops plan for matching expenditures to revenue. Meets with the Assistant Dean for Finance and Associate Dean for Administration to develop, maintain, analyze, and forecast budget revenue and expenditures and their effect on the overall funding picture for the School.
Assists with financial planning, including the development of budget projections for all funding sources.
Oversees receipt process, ensuring appropriate accounting controls for receipts and tracking receipts for comparison to projected figures. Ensures that budgets are not overspent. Identifies and recommends cost reduction opportunities.
Education and Experience:
Bachelor’s degree with 12 credit hours of accounting coursework; or Associate’s degree in accounting; or Associate’s degree in business or related discipline with 12 credit hours of accounting coursework; or equivalent combination of training and experience. All degrees must be received from appropriately accredited institutions.
Position requires advanced knowledge of procurement, advanced Excel skills, advanced customer service skills, financial reporting, financial analysis and multiple funding sources. The work dynamics of the Business and Finance division is extremely varied and at times requires extraordinary effort, sometimes requiring after hours work. This generally falls during major financial reporting cycles, implementing phases, or funds management processes.
Applicants should posses a thorough knowledge of generally accepted accounting principles and their application to cost, governmental accounting, and non-governmental accounting. Strong analytical and critical thinking skills are needed to compile, examine, and reconcile complex financial data across disparate systems. Candidates must understand and follow Generally Accepted Accounting Principles (GAAP) and/or other applicable accounting guidelines. Knowledge of a broad range of technology, financial systems, and software packages. Demonstrated ability to develop formulas for complex spreadsheets. Demonstrated ability to manage a variety of transactions which may require considerable financial program knowledge. High attention to detail is essential. Candidates must be able to identify improvement opportunities in areas of financial reporting and project milestone and contractual reporting. Ability to convey complex financial information in both written and verbal formats to a diverse audience. Ability to train and review the work of others.
Two years of supervisory experience is highly preferred.
Experience with Access Database and PeopleSoft preferred.
