The Hilltop Institute (www.hilltopinstitute.org) is a university-based, non-partisan research organization dedicated to improving the health and wellbeing of vulnerable populations. Hilltop conducts research, policy analysis, and sophisticated data analytics to support health care financing and delivery system reform in Maryland and other states. Hilltop is at the forefront of national efforts to find data-driven solutions to complex problems facing state policymakers as publicly funded health care systems transition to new models that reward quality and value over volume. With access to an extensive onsite data warehouse that includes Medicare and Medicaid administrative data, hospital discharge data, nursing home assessment data, and long-term services and supports (LTSS) assessment and program participant data, Hilltop's Information Systems and Programming team provides complex SAS programming and data extraction and manipulation to various external and internal clients for policy analysis, program evaluation, and rate setting. The team also maintains the MMIS-based interactive web-based Decision Support System (DSS). Clients include Maryland's Department of Health and Mental Hygiene, Developmental Disabilities Administration, and Health Services Cost Review Commission, as well as the federal government and Medicaid agencies in a number of other states. The incumbent will assume a prominent role in developing and managing multiple SAS programming projects. Specific duties include: developing and maintaining Hilltop's Medicaid (MMIS), Medicare LTSS assessment, nursing home assessment (MDS) data, and HSCRC data; using SAS to Query, merge, and/or manipulate data from large databases to generate reports and to respond to internal and external data requests; using SAS to generate custom reporting in Excel, HTML, PDF, etc.; providing technical advice to health policy analysts; performing SAS programming under a variety of operating systems (Windows and UNIX/LINUX); and performing other duties as assigned.
Requires a bachelor's degree and two years of SAS programming experience. Must be a skilled SAS programmer/analyst with a knowledge of SAS DATA Step programming and SAS procedures and able to work with large databases and on a variety of platforms. Knowledge of Medicaid and other Health-related databases and an interest in federal and state health policy is a plus. Must be proficient in Microsoft Office Suite products. Familiarity with SQL and UNIX highly desirable. Strong written and analytic skills are required. Must be able to work with the team and also able to learn independently. Must have excellent oral and written communication and interpersonal skills.
