Use MLE to drive better decision making
o Develop and prioritize pipeline of work in support of program objectives including
o Support for impact modeling at the strategy, initiative and sub-initiative levels
o Support for evaluations designed to improve strategy performance at the initiative and sub-initiative levels
o Support the team’s learning, reporting, and strategy and budget planning and decision-making needs
o Proactively identify cross-cutting MLE needs and develop initiatives that address them.
o Spearhead the development of the infrastructure to store, organize/curate, visualize, analyze and use data and
knowledge assets, including data collected from publicly available sources, and information generated by BMGF-sponsored and other strategy-related research and evaluation
o Support team-wide use of the data and knowledge resources and associated visualization, analytical, and other
tools to improve strategy and budget planning and decision making, progress reporting. Use data to tell
compelling and relevant stories.
o Responsible for the planning and resources related to the change management required for successful
foundation use of these data and knowledge resources and associated tools.
Externalize MLE work as a lever for systems changes
o Support the development and adoption of measurement frameworks and associated data resources and tools (including national- and state-level data systems) that create feedback loops driving improvement in US higher whether at the system level or in regard to effective deployment of key interventions
o Support the development of commonly used approaches for assessing higher education costs and financial structures and foster their widespread adoption in the field
o Work in partnership with US Policy Advocacy and Communications to nurture the development of an environment that enables such frameworks and resources to flourish (including on data privacy, higher education accountability, and other issues)
o Develop and maintain strong working relationships with key partners and thought leaders, nurturing the development of a community or communities of practice committed to developing and using evidence and information as a lever for change in higher education
Participate in and partner with program-, division- and foundation-wide efforts
o Foster and maintain relationships with program and business partners.
o Provide support, thought partnership and guidance to Director, PS.
o Be a partner to the PS Advisor and the Senior portfolio officer in portfolio and strategy review, and in ensuring MLE-based data and other assets are presented and used effectively in budget decision making, annual planning, team retreats and other learning activities.
o Be a member of the PSLT and a partner to PS DDs in leading the PS team.
o Act as thought partner to other USP- and foundation leadership on key MLE questions.
o Support USP leadership in developing aligned approach to MLE as necessary to advance cross-team P-16 initiatives
o Support USPAC MLE staff and leadership in ensuring aligned approach to MLE as necessary to achieve PST goals
PhD/Masters in relevant social science or related degrees with a minimum of 15 years of experience in MLE work in US higher education. Experience influencing decision makers and resource allocation. Team management experience of at least 5 years.
Management and leadership
o Strong management experience leading and directing a group of highly talented and motivated team members.
o Experience with providing overall leadership and direction to varied MLE and data-intensive projects to assure the quality of content and interaction with client – as well as driving team performance and productivity.
o Patience and ability to negotiate and manage within complex bureaucratic systems, including successful practice of decision hygiene and a range of conflict management skills.
o Ability to assess and manage the risks inherent in complex bodies of work.
o Ability to inspire and lead a diverse team of high functioning partners, including both internal and external staff and stakeholders focused on both strategic and tactical tasks in a variety of systems and at a variety of levels.
o Experience shaping team-wide goals, assessing performance against goals and making associated resource allocation decisions.
o Experience in developing and managing strong partnerships and relationships inside and outside the organization, managing conflicts, and building consensus. Interactions involve very senior decision makers within organization. Ability to question and challenge colleagues including managers, partners, and clients in constructive manner. Works with efficiency and diplomacy. Excellent listening skills and empathy.
o Ability to perform research, collect and analyze data, and digest, understand and report on the implications of theoretical and practical research findings on specific tasks related to strategy development, implementation, and adjustment over time.
o Ability to think, understand and function successfully and dynamically at both the macro and micro levels of complex issues, organizations and systems in order to achieve articulated goals.
o Strong Knowledge of a variety of quantitative and qualitative methodologies appropriate for data analysis, evaluation, strategy performance measurement, impact modelling, and visualization/reporting techniques.
o Deep knowledge of MLE and end-to-end complex project management.
o Proven ability to shape data for decision-making by non-specialist colleagues. Knowledge of systems to capture data and information and impact assessment tools and methodologies.
o Demonstrated ability to bring new frameworks and tools to facilitate strategy measurement process.
o Deep knowledge of US Higher Education issues and institutions, the data systems and practice that are used within the industry, and the policy environments that impact the development, use, and impacts of those systems and practices
o Recognized internally & externally by the professional community as an expert within the field.
o Understanding and deep knowledge of grant making and grant management activities.
o Commitment to the foundation’s core values, mission, and programs with an approach that is consistent with the foundation’s guiding principles and holding self to the highest ethical standards.
o Ability to travel up to 20%.
