The Research Data Analyst provides expertise in data management, quality assurance, analysis and reporting. Establishes data accuracy and validity derived from a variety of systems. This role performs data analysis using statistical techniques. This role researches and analyzes information using multiple databases and creates reports of data and results. This role assists in the preparation and delivery of decision support reports to both internal and external customers. The Statewide Quality Improvement Specialist (SQIS) will work in collaboration with, and as an advisor to all Therapeutic Residential Performance Management Initiative (TRPMI) Teams (Manager, Team Coordinator, Clinical Specialist, and Monitor), focusing on quality data capture, assessment, evaluation, and reporting activities to characterize, and support the improvement of therapeutic residential services and operations (TRSO) and implementation of TRPMI Statewide. The SQIS is the collector, integrator, and disseminator of quantitative and qualitative data about TRSO Statewide – their execution, efficiency, and efficacy.
Integrate QI into all TRPMI Teams’ processes and activities to assure efficiency in interactions with Residential Providers and DCFS.
Collaborate/coordinate with DCFS and Residential Providers’ QI and QI management staff to facilitate information exchange.
Maintains a record of TRSO QI and Quality Improvement Plans’ status, progress, and schedule compliance.
Generates and interpret data reports to convey the level and trend of TRSO statewide quality improvement initiatives.
Develops queries and quality metrics.
Interprets results using a variety of techniques, ranging from simple data aggregation to more complex statistical analysis.
Conducts needs assessment to identify internal and external data to be used in measuring performance of Residential Providers statewide.
Streamline processes to increase efficiency within systems utilized by TRPMI teams.
Incorporates QI best practices into residential providers’ QI initiatives
Access and assess DCFS’ data to help in decision making and measure progress of TRPMI teams.
Incorporates existing DCFS reporting resources (e.g. Performance Based Contracting metrics and Mindshare Director’s Metrics) to inform and direct TRSO quality improvement initiatives.
Analyzes TRSO data to determine potential issues or effective practices, and advise TRPMI teams of these items.
Provides technical assistance and training to Residential Providers’ QI/QI management staff and TRPMI Teams to improve their data collection and reporting processes, enhancing accuracy, completeness, timeliness and consistency.
Supports QI planning and execution activities, providing data-informed observations and recommendations.
Coordinates/collaborates with TRPMI QI Specialists to share best practices and pitfalls.
Interviews youth and residential staff as indicated.
Performs other duties as assigned.
Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree; OR appropriate combination of education and experience.
2 years data analysis/report writing or similar experience required.
Infrastructure (extends across applications): Microsoft Office (Word, Excel, Powerpoint, Access, Outlook), Microsoft SharePoint
Direct leadership experience in managing quality improvement initiatives.
Training experience preferred.
Familiar with statistic and data analysis tools and concepts.
Direct experience in a quality assurance related position.
Proficient in Microsoft Office application, particularly Excel.
Previous experience with child welfare operations and QI methods and model.
Knowledge of state/federal child welfare data sources and requirement
