BUDGET & COMPLIANCE OFFICER
Salary: $55,619.20 - $83,158.40
One permanent full time position available
Hours: Monday – Friday, 8:00AM – 5:00PM
Assists in preparation of the City's operating budget and financial plan. Oversees City internal audit program and financial policies and procedures. Oversees performance measurement programs. Monitors debt compliance and budget compliance throughout the fiscal year. Supervises Budget Analyst/Internal Auditor and city internal audit programs. Coordinates operating budget preparation with the integration of City performance measures. Assists in monitoring and reporting for City’s long-term debt activities and performance measurement systems. Supervises Internal Audit staff. Assists in the preparation and compilation of the City’s operating budget/financial plan. Coordinates with the Accounting division year-end closure and financial report preparation and integrates into the annual budget; reconciles the annual financial report to the financial plan. Monitors current year budgets; reviews and prepares budget amendments; projects year?end fund balances. Oversees and implements internal audit programs and internal control policies and procedures. Oversees and develops performance measurement system and the collection and analysis of data. Maintains required computer programs and reports. Prepares, files and monitors required bond disclosures and notices. Prepares and updates long?term projections for operating and capital improvement funds. Reviews department requested adjustments to the financial plan projections. Prepares budget in state format; reviews and assigns account coding in cooperation with Accounting; reconciles prior year budget system program totals. Reconciles fund balance per general ledger and state format budget to actual report. Collects, calculates and analyzes fiscal data pertaining to debt obligations. Calculates and reports bond interest payments and principal; maintains bond reporting system. Communicates with departments on classification or budget issues. Conducts self in a manner which promotes and supports diversity and inclusivity in the workplace and community. Performs other related duties as assigned.
Minimum education, experience and certification
Bachelor's degree in accounting or finance from a DOE recognized accreditation body and two years of governmental accounting, internal audit, or budgeting experience required. Three years of governmental accounting experience preferred. Certified Public Accountant preferred. Three years financial analysis or audit experience preferred. One year supervisory experience preferred. Valid driver’s license with a satisfactory driving record. Must be 18 years of age per Iowa Code 92.8. Must pass criminal background check.
