|Education: Graduation from an accredited college or university with a bachelor’s degree in public administration, public health administration, business administration, or closely related field. |
Experience: Minimum of five years of increasingly responsible professional work experience in business functions and administrative management, including supervisory, budget, human resources, and fiscal responsibilities. Two years of experience should be in public administration at the local or state government level, preferably within a local public health department. --OR-- Any equivalent combination of education and experience.
Knowledge, Skills, and Abilities: • Extensive knowledge and experience with leadership and management principles and theories, including organizational change and business process improvement. • Excellent organizational skills that demonstrate realistic priority setting and the ability to apply them to public health administration. • Demonstrated personnel management skills, including ability to motivate, encourage, support, and coach staff to optimum performance. • Demonstrated ability to work effectively with local, state, and federal funding, governing, and regulatory agencies. • Familiarity with generally accepted accounting principles and working knowledge of federal Office of Management and Budget (OMB) rules and regulations. • Extensive knowledge of the principles of human resource management, information technology, supervision, public accounting, governmental budgeting and financing, labor standards, and public ethics. • Excellent written and verbal communication skills and the ability to exercise these skills in both group and individual settings. • Ability to work collaboratively and effectively with other employees, agencies, and the public, with an emphasis on team management. • Independent judgment and ability to work effectively under pressure. • Demonstrated skill in optimizing the use of technology to provide services and improve processes. • Demonstrated skill in conflict resolution, mediation, negotiation, problem solving, and team building. • Ability to effectively articulate ideas and concepts in a public setting. • Ability to embody agency values of teamwork, respect for others, integrity, innovation, and ongoing personal and professional development.
