Under the supervision of the Manager of Performance Analysis and Planning, the Senior Planner will support performance-based planning work within the Systems Planning division. This includes contributing to the NJTPA's federally required Congestion Management Process (CMP) identifying transportation needs and strategies throughout the northern New Jersey region. Responsibilities will include supporting regional analyses and coordination to advance study findings toward the development of real-world projects. Work will involve evaluating how identified needs and proposed strategies can lead to transportation improvements in line with NJTPA and partner policies. Through an emphasis on measurable outcomes, the incumbent will help to demonstrate priorities that support regional accessibility, mobility, smart growth, a sustainable environment and other quality-of-life goals. The incumbent will need to maintain an understanding of activities at the NJTPA and its regional, state and subregional partner agencies in order to support cooperative decision making. The incumbent will generate reports on analytical processes and compile information for the NJTPA's planning databases. Strong communication and analytical skills will be essential. Experience in performance-based planning along with GIS and database work will be highly valuable. A thorough understanding of multimodal transportation and related planning issues will need to underpin the incumbent's work. Outreach and relationship-building skills will be essential to facilitate interactions with planning professionals, policy makers and stakeholders.

Graduation from an accredited college with a Bachelor's Degree in urban planning, transportation engineering, or a related technical field required.
Two years of experience in transportation planning or a Master's Degree required.
Excellent oral communication skills required to make presentations at various meetings and conferences. Experience in writing technical reports and memoranda essential. Excellent data analysis skills, such as using Access, Excel, SPSS, and GIS required. Knowledge of New Jersey transportation systems and planning environment is highly desirable.
