• Supports GPS Vision, Mission and Goals. • Plans, directs and implements vehicle scheduling, allocation, dispatching, licensing and communication functions in accordance with established District policies to effect economical utilization of vehicles. • Procures state-required certificates of title and arranges for registrations and state inspections. • Inspects vehicle equipment, scheduling needed repair or service work to ensure buses provide safe and efficient transportation service with a minimum of delays and disruption of service. • Directs recording of expenses and analyzes purchase and repair costs to control expenditures. Analyzes costs and recommends cost control measures. • Analyzes proposed schedules, initiates preparation and distribution of proposed trip schedule changes and submits analyses of data and rescheduling recommendations to administration. • Ensures all school buses and rolling fleet and equipment, are maintained in accordance with Arizona State School Bus Standards as defined by the Commercial Motor Vehicle Safety Act. • Investigates and reports accidents in a timely fashion. • Develops and maintains district vehicle replacement schedule, adding or deleting vehicle insurance coverage, through the District’s Business office. • Adheres to and enforces District Policies and conforms to D.O.T. regulations related to drug and alcohol testing of transportation employees. • Coordinates student discipline problems with school administrators. • Remains current on all changes in State, Federal or County laws, transportation regulations and requirements that impact the District. • Assists in negotiating with vendors to purchase transportation vehicles, equipment, materials and supplies and arranging for insurance coverage. • Supervises and provides training opportunities for the transportation staff • Directs and coordinates, through subordinate maintenance leaders, activities of the department to obtain optimum use of equipment facilities and personnel. • Formulates administrative and maintenance policies and procedures for District wide use. • Directs and coordinates maintenance work assignments to ensure utmost productivity, efficiency and quality workmanship in accordance with standard maintenance procedures. • Establishes policy and procedures to ensure that District facilities and equipment, are maintained in a functional and safe condition. • Administers and oversees all consultant and/or subcontract work ensuring conformance to District and manufactures specifications. • Reviews and analyzes expenditures, developing financial and operational reports to ensure a cost effective operation. • Recommends capital expenditures for acquisition of new or pre-owned equipment which would maintain or increase efficiency and services. • Inventories and issues requisitions for tools, equipment, materials and supplies in accordance with district procurement policy.
