Incumbent serves as the Plant Accounting Liaison - Accountant III within General Accounting --a division of Business and Financial Services (BFS). This position serves as the control point with UC Office of the President (UCOP) and campus departments for the accounting and fiscal management of the Plant Funds accounting area. Incumbent consults with senior management from offices of Campus Planning, Facilities Design and Construction, Campus Budget, Facilities Management, the Medical Center and the Office of the President. Interpret GASB statements, UCOP, campus, State and Federal policies in respect to capitalization, debt service and financial reporting processes.
Provides oversight and management of unexpended plant funds used for the acquisition and construction of campus plant assets. Exercises independent judgment establishing COA elements, in reviewing and analyzing plant ledger activity, preparing appropriate journals, performing complex reconciliations and monitoring externally financed projects. Leads the capitalization independently interprets policy and is involved in decision-making in fulfilling the requirements of GASB 33, 34 and 35.
Responsible for recording debt service, depreciation expense, fiscal closing entries, semi-annual capitalization of buildings and structures, general improvements, infrastructures, libraries, rare books, software and equipment from current and plant funds. Develops and implements procedural, control and accounting processes for capitalization of equipment and plant assets. Prepares annual plant financial statements and specialized reporting for OP and campus publications. This position operates with substantial latitude for independent action and decision making.

At least 5 years of progressively responsible experience in complex accounting operations, with a minimum of a B.S. or B.A. in accounting concentration, or comparable related education and experience.
Significant demonstrated knowledge and work experience in the application of the generally accepted theories, principals and practice of accounting.
Demonstrated knowledge of GAAP and GASB pronouncements, as well as SAS112 and proven ability to analyze new and/or existing complex accounting pronouncements issued by GASB, as well as standard accounting procedures. Demonstrated knowledge of systems and best practices of internal control.
Demonstrated knowledge of automated accounting systems, including the ability to analyze functionality and recommend enhancements.
Ability to analyze and summarize complex accounting data, perform complex reconciliations with prior hands-on experience in financial statements preparation and analysis
Excellent verbal and written communication skills, including ability to write and explain policies and procedures
Demonstrated skill and experience in using Word, Access, Excel or similar software and ability to train others in the use of these applications.
