Girl Scouts of Michigan Shore to Shore (GSMISTS) provides a girl-centered quality leadership experience that meets the needs of girls in a fast-changing world and ensures a lifelong connection with Girl Scouting. GSMISTS is the high-capacity council that was formed from the realignment process initiated by GSUSA in 2004. On August 1, 2008, Girl Scouts of Michigan Shore to Shore was officially created from the merging together of Crooked Tree (based in Traverse City), Michigan Pine & Dunes (based in Muskegon), Michigan Trails (based in Grand Rapids) and a portion of Mitten Bay (with an office in Gaylord). With the combined membership and resources of these legacy councils, Girl Scouting in northern and western Michigan is stronger than ever!

The Chief Executive Officer (CEO) is accountable for providing vision, leadership, and strategic direction for the development and achievement of the organization’s mission and objectives in partnership with the council’s Board of Directors and the senior management team and within the framework of the organization’s policies and standards. The CEO advises, recommends, and assists the Board of Directors in forming and implementing policies and directives governing the council.
The CEO works in partnership with the rest of the council to assure the council’s relevance in the community and to facilitate the integration of the council into the fabric of the jurisdiction.
Promoting Girl Scout visibility and strengthening the Girl Scout image in the community, the CEO takes advantage of opportunities to represent and interpret Girl Scouting to the general public, either personally or by delegation to other council members. They will work with the national organization to promote the Girl Scouts public policy agenda and position Girl Scouts as a premier voice for girls.
The CEO directs the council’s day-to-day operations through the senior management team and directs the design, implementation, and integration of the structures, systems, and processes needed to build capacity and execute the council’s strategic and tactical business plans. They will work collaboratively with members of the management team and the council at large to build an organizational culture and infrastructure which will promote and sustain membership growth. The CEO ensures the development and delivery of high quality services to all adult and girl members within the jurisdiction.
The CEO works with the council’s Board of Directors and management team to develop the council’s operating budget and overall financial plan. They are responsible for providing executive oversight of the council’s financial operations and ensuring the timely and accurate analysis of budgets, financial reports, and financial trends to assist the Board in exercising their fiduciary responsibilities. The CEO ensures that council affairs are conducted in a manner consistent with corporate and charter requirements, as well as federal, state, and local laws and regulations. They will direct the development and implementation of operational policies and procedures to safeguard the council’s human, fiscal, and material assets. The CEO is responsible for all hiring, release, retention, development, and management of employed staff and for the appointment, retention, development, and release of operational volunteers.
The CEO also serves as staff advisor to the Board Development Committee and provides technical expertise to the committee’s chair and members. They will identify current and projected needs of the council and identify qualifications for council elected officials.
The CEO will partner with the national organization to carry out the mission of the organization, to address charter obligations, and to obtain advice and/or consulting services, information, and resources.

Ensure the financial health and integrity of the council by employing sound fiscal controls and by effectively integrating, managing, and leveraging the council’s resources and assets. - Evaluate and advise on the impact of programs and strategies aimed at stimulating and sustaining membership growth; ensure program quality through the development and implementation of standards, controls, and evaluation methodologies.
- Serve as an advocate for Girl Scouting by representing the council to all strategic aspects of the communities in which it operates, including the general public, the non-profit community, and the corporate community. Build awareness and support for the council’s contribution to the communities’ needs and Serve as media spokesperson on behalf of the council.
- Work with the Board and management team to develop, enhance, and implement policies, procedures, and systems that will improve the overall capacity of the council’s structures, processes, and operations and the effectiveness of its delivery systems.

- Ensure the corporate and legal responsibilities of the council are fulfilled by staying informed on legislation and current legal requirements and by keeping the board informed of pertinent trends and legislative activities that affect the work of the council.

- Collaborate with the national organization to carry out the purpose of the Girl Scout movement as set forth in the Preamble to the Constitution of Girl Scouts of the U.S.A., to ensure that charter requirements are met, and to obtain information and resources related to operational and governance issues.
