Reporting to the Institute Director with strong affiliation to the Department Senior Financial Manager, the Sr. Research Service Analyst will manage and perform complex financial analysis and planning for an annual budget over $5 million including other sponsored and discretionary accounts. Manage the day-to-day activities, including direct supervision of one Administrative Coordinator to ensure efficient and effective support to the Institute for Global Tobacco Control (IGTC). Provide indirect supervision to the full complement of Research Program staff and working students within IGTC to ensure adherence to proper work hours and maintain awareness of all project activities.
Responsible for overseeing the development and monitoring of budgets for proposals, including all grants/contracts. Provides instruction and answers questions relating to proposals procedures and serves as liaison between the sponsor and the Departmental Finance Office. Analyzes financial data to ensure efficient use of resources. Ensures compliance with university and/or agency regulations and restrictions. Performs comprehensive analysis and projections relating to the Institute or research trends. Oversees the development and monitoring of budgets for grants, contracts and/or discretionary funds. Develops complex financial reports for forecasting, trending, and results analysis. Assists in grant financial planning and cost analysis. Analyzes complex financial data and extracts and defines relevant information; interprets data for the purpose of determining past financial performance and/or to project a financial probability. Analyzes budget patterns and projects expenditures.
Oversees the development of unrestricted funds budgets, research grants and contracts, revenues, and/or gift accounts. Responsible for preparing and maintaining the salary distribution for all IGTC faculty and staff, using HBS salary tracking sheet. Oversees the preparation of all required forms and approved budgets; ensures that expenditures for budgets, and grants and contracts are monitored and that reports are prepared to maintain balanced accounts. Responsible for monthly account reconciliations for all IGTC accounts. May assist with the development of management, narrative, and statistical reports for private and government donors. Develops and oversees the maintenance of budget monitoring systems. Responsible for the sub-recipient monitoring required by JHU and SPH for all IGTC projects. Prepares and processes SAP documents needed for various transactions. Assist Senior Financial Manager in resolving all aspects of pre and post award activities for IGTC projects. Keeps abreast of laws and regulations that apply to a particular staff function or field of professional expertise to maintain up-to-date compliance.
Oversees budget accounts once award(s) has been granted or contract(s) signed. Provides oversight for the expenditure of funds, ensuring that funds are expended according to sponsoring organization's stipulations. Develop deliverable and payment schedules for sub contracts. Uses appropriate cost rates, such as indirect and benefit rates for proposed budgets. Reviews budget justification to ensure it relates to budgeted dollars. Confirms that anticipated promotions and other increases are calculated into the cost of project. Ensures that expenditures for budgets, and grants and contracts are monitored and that reports are prepared to maintain balanced accounts.
Uses various software applications, such as spreadsheets, relational databases, statistical packages, and graphics packages to assemble, manipulate and/or format data and/or reports. Position is responsible for understanding all contractual agreements within the Institute and ensuring compliance with its provisions. Knows the formal and informal JHU and Departmental standards, policies and procedures.Some travel may be required.
